All building sites in Chisinau to post up information about nature of construction
The district heads must ensure the placement of informative posters at each building site in the municipality of Chisinau, on the request of the mayor general. At Monday’s meeting of the City Hall, Dorin Chirtoaca said that the district heads should explain to the entrepreneurs that the law must be applied in all the sectors, including the construction sector.
At the meeting, the heads of the five districts of the municipality presented reports on the ongoing constructions in the city. According to Reghina Apostolov, district head of Rascani, in 2006-2007 the district chief’s office has granted 196 authorisations to build different objects, including 13 residential blocks, 12 social facilities, 9 trading centres, as well as authorisations to reconstruct existent buildings.
According to Alexandru Gorea, district chief of Buiucani, there are three problematic building sites in the sector at present. The local public authorities suspended the works on these sites.
The district chief of Centru, Petru Budurin, said that of the 37 building sites in this sector only one causes problems. At the same time, there are 34 unauthorised constructions.
A number of 125 buildings, including ten blocks of flats, are under construction in Botanica district. The works on ten problematic sites have been temporarily stopped.
According to district chief Ion Gabura, in Ciocana 54 blocks are under construction and 15 constructions have not been authorised. Most of these constructions are annexes to residential blocks, balconies and apartments under reconstruction and residential blocks and other buildings inside the quarters.
The district heads said that the majority of the problems on building sites appear because the residents are not consulted when issuing urbanism certificates and construction authorisations. Furthermore, many buildings are located within green areas or inside the quarters and this arouses indignation. In many cases, the entrepreneurs do not place posters informing about the construction works and containing the copy of the documents or the design of the building. At the same time, the district chiefs do not have the necessary legal levers to stop the unauthorised and problematic constructions, as this is the task of the State Construction Inspectorate.
