Alexandru Slusari, the chairman of the Inquiry Committee investigating the bank fraud, says that "the committee's analysis very clearly showed that ‘a simple prime minister’ (a reference to Iurie Leancă’s self-description) gave away, for free, 23% of the shares of a bank of systemic importance, which allowed a group of suspicious shareholders to seize control of this bank."
The comment was written on Facebook, in response to former Prime Minister Iurie Leancă's statement that "an MP cannot ask the Prosecutor's Office to commence a criminal case".
Alexandru Slusari, says that Iurie Leancă did this because "his friend Vlad Filat advised him to do so and because that was his understanding of the Reidman committee report, which was not approved by the Parliament and which legally did not offer such recommendation". Additionally, Alexandru Slusari says that Iurie Leancă did not consult neither with the minister of finance, nor with IMF and World Bank representatives nor with CNA and SIS leadership, who disagreed with the idea of additional share issuance.
The committee chairman added that "during the hearings, when asked why wasn't NBM special administration immediately introduced after state guarantees were granted to the three banks", Iurii Leancă replied that "no one advised me to". "Yet once again he believed Drăguțanu and Candu”, told Alexandru Slusari.
According to Alexandru Slusari, "Iurie Leancă's credulity led to the embezzlement of billions of lei from the bank system in just two weeks, while these state guarantees, which were double the amount, were placed on the shoulders of the citizens of Moldova".
