The Communists Party considers the Alliance for European Integration's decision to hold a constitutional referendum on September 5 is illegal. “The AEI continues to usurp the state power. The decision concerning the holding of the referendum is illegal. Nobody can be as cynical as the AEI members to disregard the rule of law,” MP Igor Muntean, the press secretary of the PCRM's Central Committee, told a news conference on July 8, Info-Prim Neo reports. The PCRM says the Alliance's constitutional amendment proposal should have been adopted in Parliament six months after the Constitutional Court approved it, not the second day. “The Alliance proposes violating all the constitutional rules,” Communist MP Maria Postoico said. “Article 143 of the Constitution and Article 150 of the Electoral Code say the Constitutional Court's decision is examined six months after it is pronounced.” Igor Muntean said he yesterday asked Head of Parliament and Acting President Mihai Ghimpu for a meeting, but received no answer. “As the Alliance could not reach a compromise as to when to set the date of the referendum, the staff of the PCRM went on field trips. It was impossible to gather all the 43 Communist MPs during 45 minutes. The fact that the AEI invited us towards evening was an element of the scenario imposed by Ghimpu and Lupu,” Iurie Muntean said. At today's sitting of the Parliament, Mihai Ghimpu explained the term of six months would have been respected if Article 78 of the Constitution had been modified in Parliament. “The Constitution will be amended by referendum and the Parliament had the right to decide now,” he said. On July 7, the legislative body decided that the plebiscite will take place on September 5. The voters will answer only one question: “Are you in favor of amending the Constitution so that it allows for direct election of the head of state?”
