The transfer of district hospitals from the local public authorities under the management of the Ministry of Health enables to invest speedily and in a targeted way in the infrastructure of the medical institution, said PAS MP Adrian Belyi. According to him, the sum allocated by district councils to hospitals was very small and the patients therefore didn’t enjoy modern stay conditions and state-of-the-art medical equipment in hospitals, IPN reports.
The MP of the ruling party said the government set the goal of modernizing the hospitals in the country and of offering medical services of a high quality. Nine primary assistance centers will be created to offer aid to patients who suffer a stroke: in the northern region – in Edineț, Soroca, and Bălți; in the central region – in Orhei, Ungheni, Chisinau, Hâncești, and Căușeni; in the southern region – in Comrat and Cahul. Two such centers will be opened in Chisinau, at the Emergency Medicine Institute and at the Neology and Neurosurgery Institute.
“The hospital reform refers to the adjustment of the hospital medical assistance to the current realities, to the current socioeconomic conditions, but also to the development of the medical technology science. A contemporary hospital should be a multidisciplinary hospital that offers high-quality services to patients. That’s why nine hospitals in the country will be transformed considerably so as to become regional centers for the provision of medical assistance in case of stroke. This means outfitting with computed tomography scanners, radio-intervention laboratories and remote consultations,” Adrian Belyi stated in the program “Reflection Points” on Vocea Basarabiei channel.
According to the MP, the transfer of district hospitals under the management of the Ministry of Health is a reform that enables to increase investments in infrastructure and to optimize hospital management.
“This reform implies the coordination of decisions and targeted and swift funding of infrastructure around the hospital and aspects that are not covered by the National Health Insurance Company, development of the non-medical infrastructure of the hospital. For example, thermal insulation, laying out of adjoining areas, setting up of parking places. Data show the local councils made a contribution of 1% to 3% to the development of district councils,” said the MP, noting it was decided to do this reform so as to enable the Ministry of Health to finance the modernization of hospitals in a targeted and speedy way.
The law on the transfer of district hospitals from the local public authorities under the management of the Ministry of Health was adopted by Parliament last December. Under the law, the lots and buildings of hospitals remained the property of district councils.
