Young lawyers to improve skills at qualification courses

Young Moldovan lawyers will be able to improve their skills within qualification courses that will be organized by the NGO Human Rights Embassy, with support from the Council of Europe, from next year, Info-Prim Neo reports. In a meeting of the Civil Society Press Club, lawyer Veaceslav Turcan, chairman of the International Executive Committee of the Human Rights Embassy, said that by this project they aim to contribute to improving the quality of the services provided by lawyers, as in most of the cases of human rights violation, it is infringed the right to a fair trial and to legal advice of a high quality. “Appropriate legal assistance cannot be offered if the lawyers are not well prepared. Under the Law on Advocacy, the lawyers must attend 40 hours of refresher courses a year, but the Lawyers Union is unable to cover the related costs. Only a small part of the lawyers manage to take different qualification courses,” said Veaceslav Turcan. The Human Rights Embassy is supported by the Council of Europe. Foreign experts will be involved in teaching the courses. The training is free of charge, but afterward the lawyers will prepare models of procedural documents that will be sent to the Human Rights Embassy for appraisal. The beneficiaries will include young lawyers from both banks of the Nistru. An agreement was signed with the Lawyers Union to select the attendees. Veaceslav Turcan also said that the young lawyers will also benefit from distance learning. The NGO signed a cooperation agreement in this respect with the Human Rights House in Oslo, Norway. The meeting of the Civil Society Press Club “Human Rights Defended by NGOs” is held within the Moldova Civil Society Strengthening Program. The event is organized by FHI 360 in partnership with Parc Communications.
