Young farmers and women farmers will benefit from payments from the National Agriculture and Rural Development Fund in advance. A draft Government decision to this effect formulated by the Ministry of Agriculture, Regional Development and Environment was proposed for public debates, IPN reports.
The young farmers and women farmers can benefit from financial support only once. The value of the financial support provided to an applicant will not exceed 650,000 lei.
The subsidies in advance will be paid based on investment projects submitted by agricultural producers that carry out an economic activity in the agrifood sector for the first time and are not affiliated to another agricultural producer.
The beginner producers will get subsidies in two tranches. The first part of 75% of the subsidy will be released when the beneficiary signs the contract for the provision of financial support. The second part of 25% will be transferred to the beneficiary when the investment is made.
By allocating financial resources, the authorities aim to attract investments to the rural agricultural sector by creating at least 300 farms. Another goal is to increase the employment opportunities and revenues in rural areas by annually creating minimum 500 jobs during the implementation period of the given regulations.
The start-up projects will be subsidized in advance if a number of conditions are met. The applicants must contribute at least 10% of the project’s value. The investment will not exceed 1 million lei and the project will be implemented in rural areas. The project will be implemented during up to 24 months and will envision the creation of jobs. This year, 5% of the National Agriculture and Rural Development Fund designed for support measures will go to finance start-up projects.
The decision was drafted in a bid to stimulate the categories of applicants who meet difficulties in accessing financing and in starting a business, especially young people and women who want to develop agribusinesses.
