Works to remove silt from Valea Morilor Lake will be disrupted
The mud removal works at the Valea Morilor Lake will be disrupted until the municipal authorities will designate via a tender a contractor authorised to perform reconstruction works in this zone.
The Chisinau Municipal Council (CMC) decided Friday that “Autocontrans” Company, which drained the pond and is currently removing the sediments from its bottom, performs the works illegally, as CMC did not authorise this firm to act so, even though it is a municipal one, and the authorities did not draw up a contract with the respective firm.
Communist councillor Valeri Pavlov, member of a commission that investigated the way the works at the Valea Morilor Lake are being performed said that though interim mayor Veaceslav Iordan, who suspended his main job activities for the period of the election campaign, ordered to stop the works, they still go on. According to Pavlov, several weeks ago the local authorities were referring to the figure of 1 mln lei when speaking about to the firm’s expenses for the works executed in the second half of the year, but at present this figure amounted to about 5 mln lei.
As councillor Ilia Bagdasarov says, the municipality has no legal grounds to cover the expenses of the respective firm, as no tender was held and no contract signed. At the same time, he mentioned that the technology for draining the water and removing the silt has been chosen wrongly. Now there are being examined technologies that would have saved about 40 mln lei.
According to councillor of the “Social Action” Bloc Mihai Roscovan, the works in the Valea Morilor zone can cause an ecologic disaster, because the company removes all the accumulated silt, thus endangering the natural balance of the lake. Its recovery will require huge financial resources for a long period of time.
Councillor of “Moldova-Noastra” Alliance Oleg Cernei stated that former interim mayor Vasile Ursu, who allowed water and mud removal works with no expense budget or project planned in advance, is to blame for this situation.
According to the CMC decision, the City Hall will allocate one more million lei, besides the two million lei approved at the Council’s previous sitting, for completing the designing works performed by “Acvaproiect” Institute.
