A part of the councilors of the Chisinau Municipal Council (CMC) welcome the law that deprives the councilors who miss three meetings in a row without reason of seat. According to them, this will make the councilors more responsible. At the same time, there are councilors who consider that it is an aberrant initiative as those who will want to miss the meetings will do it anyway. Contacted by Info-Prim Neo, the chairman of the Communist group on the CMC Boris Golovin said that this law that was passed in Parliament in the final reading is necessary. “If they were elected councilors, they must attend the meetings,” he stated. The councilor does not believe that seats will be withdrawn in Chisinau as no local office holder missed three consecutive meetings of the CMC. The leader of the Liberal Democratic group on the Council Ghenadie Dumanshi voiced hope that when this law comes into force it will make the local councilors more responsible, especially those who work on the village councils, where some of the councilors miss meetings throughout the year. According to him, the situation is less typical for the capital city as the violations on the CMC are rather political than disciplinary. Liberal councilor Oleg Cernei does not see the meaning of this law. According to him, it will not increase the councilor’s responsibility because the problem does not reside in absences. The councilors often come to the meetings, but, instead of examining and voting on draft decisions, they make a show. Oleg Cernei also said that a councilor who wants to miss a meeting can do it by skipping over a meeting, not missing three meetings in a row. The law that leaves the undisciplined councilors without seats was adopted in the final reading on October 19 and will take effect when it is published in the Official Gazette.
