What does the political agreement concluded between ACUM Bloc and PSRM envisage

The primary objective of the agreement signed by ACUM Bloc and Socialist Party is to preserve the parliamentary majority with a view to promoting the key reforms for the development of the Republic of Moldova. The document does not specify the period for which this agreement is concluded, but it mentions that "the agreement will also have an impact on the Government Program and the Government Action Plan for the years 2019-2020". The agreement published by the Action and Solidarity Party contains the signatures of President Igor Dodon, Prime Minister Maia Sandu and Speaker of Parliament Zinaida Greceanii, reports IPN.

According to the agreement signed on Monday evening, September 16, the signatory parties make the commitment to govern under the conditions of observance of the rule of law, legality, constitutional order and mutual respect. The parties will promote and deliver on the international commitments of the Republic of Moldova in terms of the implementation of the Association Agreement with the European Union. At the same time, the parties will continue to cooperate in the context of economic, social and cultural agreements signed within the Community of Independent States and other agreements signed by the Republic of Moldova. The parties will refrain from actions that undermine the activity of the government in the public interest. Also, the parties will refrain from statements and actions that contribute to the polarisation of society from ethnic, geopolitical and religious points of view.

If the parliamentary political opposition submits draft laws that could raise the living standards of the citizens of the Republic of Moldova or would be beneficial for the socio-economic development of the country, the signatory parties to the agreement could support these drafts, after prior consultation within the parliamentary majority.

The agreement between ACUM and PSRM provides for the reform of the Supreme Court of Justice by revising competences, changing the conditions and criteria for appointing judges, as well as reducing their number. Other provisions in the judiciary relate to the amendment of the Constitution in order to exclude the presumption of the illicit nature of the property of dignitaries and civil servants.

Regarding the general local elections of October 20, the two groups have made a commitment to refrain from ad hominem arguments - "in order to eliminate the elements of the oligarchic system from the local public administration". Also, the signatory parties have agreed that they would not support the candidates for mayor office, affiliated to the former "oligarchic regime and the compromised parties, if they get through to the second round of elections".

The signatories of the agreement undertake to meet the commitments on implementing the Association Agreement and accessing the macro-financial assistance and sectoral budget support assistance from the EU, mainly, with a view to passing or amending the legal framework, in particular in regard to the financial independence of the Court of Accounts, the sanctions regime for money laundering, etc.

The agreement also provides for the revision of the legislation in order to empower dignitaries and officials from autonomous and regulatory authorities - the Audiovisual Council, the Competition Council, ANRE, ANRCETI, ANI, CNPF, ANSC etc. - to carry out their tasks effectively and in accordance with the public interest. Commitments also include examining the possibility of introducing the external assessment of the regulatory institutions’ management.
