An inventory of household water meters that is being conducted by the water utility Apa-Canal (ACC) has revealed that there are many domestic users in Chisinau who cheat when reporting water use, with some failing to report amounts of 4,000 cubic meters, ACC director Constantin Becciev announced at the City Hall's ordinary meeting on Monday. “Every consumer has the duty to introduce meter readings into their water bills. But not all of them are doing it accurately. There are cases where the managers of home associations haven't entered some apartments for 30 years to check the accuracy”, said Constantin Becciev, explaining that some users have been profiting from this situation to report wrong readings. Chisinau Mayor Dorin Chirtoaca estimated in stupefaction that normally it would take a person as many as 61 years to use 4,000 cubic meters, an amount that a household on Asachi Street failed to report. “This is enough to fill two Olympic-size pools!”, he stressed. In the same vein, Housing Division Head Petru Gontea recalled a case of another apartment, also located on Asachi Street, whose owners failed to report 3,000 cubic meters of water sue. Whereas formally only once person lived there, the actual number of dwellers was five, which dramatically deflated water bills. Gontea said that the owner agreed to a debt settlement plan to pay for the unreported use. According to ACC, the bill payment rate for 2011 was 96%.
