War veteran complains about customs system corruption, seeks help from Vlad Plahotniuc

Nicolae Besedovski, chairman of the Organization of Veterans of the War for the Independence and Integrity of the Republic of Moldova “Grieving Mother”, intends to submit an open letter to the president of the Democratic Party Vlad Plahotniuc, whom he will ask to do justice to him. The man said his right to property has been violated for 12 years owing to corruption in the customs system. In 2005, as he refused to give bribe, he could not bring into a Moldova a car that he brought in the Netherlands.

In a news conference at IPN, Nicolae Besedovski said that for 12 years his children have had to endure hunger and to experience difficulties as the money that he saved throughout his life went to buy the car. “For our family, this property is very valuable as we have been unable to get out of this hole dug by customs officers after we were deprived of it. Lend us a hand so that we could get out of this hole of wrongdoings. From now on, we will no longer seek help. This is our family’s last cry of despair to you as we still hope that light and justice will triumph over darkness,” says the letter.

Nicolae Besedovski noted that when crossing the state border through the Cahul customs post in 2005, customs officers asked 1,800 bribe from him for clearing the car. These invoked the legal provisions that ban the import of cars older than ten years. But the car he brought from the Netherlands was made in 1995 and wasn’t yet ten when he intended to bring it into Moldova. He refused to give bribe and was thus dispossessed of the car without a legal reason.

The man went to court. The Appeals Court accepted the verbal declaration of the customs officers, who said that the car was made in 1994, ignoring the documents showing that this was produced in 1995. At the Supreme Court of Justice, the production year was declared 1994 by an irrevocable judgment.

Nicolae Besedovski went again to court and the Appeals Court in 2013 accepted the documents showing that the car was made in 1995. An irrevocable judgment by the Supreme Court of Justice confirmed this.

Thus, there are two totally different irrevocable Supreme Court of Justice judgments on the same issue.

The man said that after being for so long under the open sky, the car is probably nonfunctional. He just wants justice to be made to him and his right to property to be respected.
