Votes to be recounted on April 15
The valid votes cast in favor of every election runner, the invalid ballots and the ballots unused in the April 5 elections will be recounted on April 15. Such a decision was taken by the Central Election Commission (CEC) on Monday, April 13, Info-Prim Neo reports.
The CEC also approved the rules concerning the recounting of the votes. Starting with 08.00, the presidents and by a member of the electoral offices of the poling places, accompanied by police officers, will take the sacks with electoral documents from district courts. The sacks will be unsealed at the polling places, in the presence of all the members of the electoral offices. All the sacks will be on view. By one sack will be opened and the votes will be recounted. The number of voters in electoral registers, including the additional lists, will be also checked.
In the municipality of Chisinau, the sacks with documents will be transported from courts to district heads’ offices in the evening of April 14, so as not to cause congestion in the morning.
The votes from the 33 polling places set up abroad will be recounted by the Chisinau District Electoral Council in the presence of representatives of the Ministry of Foreign Affairs and European Integration.
Representatives of the election runners and accredited observers will also be present at the recounting of votes in all the polling stations.
The results of the recounting will be submitted to the CEC on April 16.
The CEC does not yet know how much the recounting of votes will cost. The CEC president Eugeniu Stirbu said that no financial resources were allocated for the recounting process. But he said that the sum will be large as 20,000 electoral officials will not work on that day and there will be printed about 61,000 documents. The CEC will demand that the necessary amount be allocated from the state budget.
On April 12, the Constitutional Court ordered that all the votes be recounted, following an application from the Communist Party. In parallel, the three Opposition parties that entered the Parliament are verifying the lists of voters.
The Constitutional Court has 10 days at the disposal, from April 12, to validate the elections.
