Promo-LEX observers recorded the first incidents related to influencing of the vote. According to Nicolae Panfil, head of the Promo-LEX Observation Mission, cases of organized transportation of voters are witnessed and a larger number of such cases was recorded in Istanbul, Turkey, IPN reports.
According to Nicolae Panfil, at around 7:50 a.m., a vehicle with Moldovan license plates stopped within a radius of 100 meters from the polling station and at least four voters got off from it. The vehicle immediately drove away and the passengers headed for the polling station to vote.
Nicolae Panfiil noted that there is information that this case is not unique and the observers will be attentive throughout the day so as to detect cases of organized transportation of voters.
Out of the total of 214 polling stations monitored, 62 were opened earlier or after 7:00 a.m., and the solemnity of the voting process was not ensured at 87 polling stations. Most observers rated the performance of the members of electoral bureaus at the opening as "good" and "very good".
A number of requests to vote at the place of residence were registered before the opening of polling stations. For the runoff vote, about 28,000 applications to vote at the place of residence were submitted, by 40% more than in the first round, when almost 20,000 such applications were received at the opening time of polling stations. During the day, applications at the place of stay can still be submitted, said officials in charge.
The observers also reported violations of public order within a radius of 100 meters, namely the presence of advertising materials, posters, electoral billboards, in Slobozia Mare, Cahul, Edineț, Coșnița, Dubăsari and in Roșu village of Cahul district. Politivcal campaigning within the 100-meter radius was noticed in Center district of Chisinau. There were recorded three cases of unauthorized presence of people in the polling station or within a radius of 100 meters of the polling station in Micăuți, Strășeni, Cania, Cantemir and in Buiucani district of Chisinau.
In five cases, voting secrecy was breached, namely in Centru, Buiucani and Râșcani districts of Chisinau, in Soroca town and in Istanbul, Turkey.
In 25 cases, the organization of voting was improper as ballot boxes were not properly sealed. In six cases, the process of filming the voting process was interrupted.
Promo-LEX delegated by one short-term observer to monitor voting at 614 polling stations in the country and 30 polling stations intended for Transnistrian voters. It also dispatched 90 observers abroad, as well as 89 mobile teams.
Promo-LEX made public an email address and a telephone number to which citizens can report irregularities in the electoral process.
