Vladimir Bolea and Fadei Nagacevschi exchange hares replies over CNPF

It is an attempt to bring the institutions controlled by Parliament under political control, ex-minister of justice Fadei Nagacevschi said, referring to the government’s decision to assess the activity of the regulatory institutions and to remove the chiefs of these entities if Parliament describes their activity as “unsatisfactory”. On the other side, PAS vice president Vladimir Bolea said the initiative is aimed at making the managers of these institutions more responsible and at making them work in the interests of the citizens, IPN reports.

The PAS government instituted a new mechanism for controlling and punishing the managers of a number of public authorities that are under parliamentary control. These will be dismissed if it’s determined that they inappropriately fulfilled their duties or worked ineffectively. Among the given institutions are the National Commission for Financial Markets, the Competition Council, the Audiovisual Council, the National Agency for Dispute Resolution and the National Agency for Energy Regulation.

“The independence and autonomy of these institutions is no way affected. We follow a very important principle that is fully absent in the Republic of Moldova: if you achieve results, you are supported; if you do not, you are not supported. The Republic of Moldova no longer has time to appease some of the functionaries. We have a powerful mandate from the voters and we do not fight against someone. We just work. We do not want untouchable persons who hide behind laws and no one can hold them accountable. We want persons who work,” MP Vladimir Bolea stated in the talk show “Emphasis on Today” on TVR Moldova channel.

In reply, ex-minister of justice Fadei Nagacevschi said that by the introduction of this mechanism, the governor aims to remove the heads of all the institutions that are under parliamentary control and to name persons obedient to PAS to these posts.

“It is politician intervention, political control over these institutions whose managers are to be replaced. The goal of the government is evident. Those from PAS want to use the precedent set in the case of the Prosecutor General’s Office through the agency of the Constitutional Court. The law will be adopted even if it is unconstitutional. The institution chiefs will be swiftly replaced and later the CC will declare the law unconstitutional, but those persons will keep the posts and it will not be possible to use this mechanism in the future. If this method is used, the feeling that the Constitutional Court is being politicized will appear,” stated Fadei Nagacevschi.

On September 9, the members of the Administration Board of the National Commission for Financial Markets (CNFP) were discharged after Parliament assessed the activity of this institution as unsatisfactory.
