The head of the parliamentary group of the Liberal Democratic Party Vlad Filat registered a legislative initiative to amend the Law on the Local Public Administration. The bill suggests postponing the implementation of the provisions concerning the institution of district councils and district mayor’s offices in Chisinau municipality until 2019. The given provisions are to take effect after the local general elections of this year, IPN reports.
The Liberal Democratic Party said the legislative initiative is designed to avoid confusion in the constitution and functioning of new authorities of the local public administration of the municipality of Chisinau.
“The institution of new territorial subdivisions in the municipality of Chisinau immediately after the 2015 local general elections will generate functioning-related difficulties for the created authorities. The current legislation does not envision powers for these bodies and relations between the exiting municipal authorities and the newly created ones. Thus, the creation of new bodies with wide powers requires more detailed regulation than only reference to the existing norms,” says the informative note to the bill.
It also says that there is no clear mechanism for distributing the revenues among the sectors given that the incomes are transferred only to the Chisinau municipal budget. If the district councils and mayor’s offices are set up, a legislative gap will appear as regards the allocation of financial resources to them. The principles and mechanism for delimiting the property of the municipality from that of each district should be clear so as to exclude alternative interpretations.
