Vlad Filat: A constitutional law cannot be modified by an inferior law
Prime Minister Vlad Filat, in a televised program on Monday, said that regardless of the judgment that will be passed by the Constitutional Court on Tuesday, the Liberal Democratic Party will keep its position that the Constitution must be amended by observing the Constitution, Info-Prim Neo reports.
“This application concerning the possibility of amending the Constitution by organic law was purposeful as the discussions on the matter were interminable. They insisted that such a possibility existed and we thus agreed to ask the Constitutional Court about this on condition that the Venice Commission pronounces on the issue before the Court. The judgment of the Venice Commission is clear for everyone. It says that the organic law is inferior to the constitutional law. A constitutional law cannot be amended by an inferior law,” said the Premier.
Vlad Filat said the Constitution must be amended by referendum or in Parliament by the number of votes specified in the Constitution.
The Premier reasserted that the head of state will be elected in autumn. “When I said earlier that the President will be elected this autumn, I argued that I count on the fact that there is enough wisdom in Parliament. When I hear politicians saying that we must hold early elections, I ask myself how responsible they are before the people,” said Vlad Filat.
According to him, the early elections would represent a catastrophe for Moldova.
