Vitalie Rapcea: We will demand that vehicle owners should pay tax into Road Fund

The Ministry of Transport and Road Infrastructure will insist that the vehicle owners should continue to pay the taxes into the Road Fund, not into the local budgets as the new draft budgetary-fiscal policy provides, Deputy Minister Vitalie Rapcea said in the talk show “Moldova live” on the public TV channel Moldova 1, IPN reports.

“They want to change the destination of taxes. I know that 80% of these taxes will reach the City Halls of the municipalities of Chisinau and Balti. The other mayor’s offices will not be able to collect sufficient means for repairing at least 1 km of road. The money for road repair and building should be redistributed proportionally, according to needs. The method of distributing the Road Fund money provides for this,” stated the official.

Expert of the think tank “Expert-Grup” Dumitru Budeanschi expressed a different opinion. “By such move, the state aims to solve the problems with the local authorities. It is about decentralization. The mayor’s offices must have budgets to be able to build and repair roads in communities. However, I think that this provision should be improved,” he said.
