Victor Chironda – portrait of candidate for mayor of Chisinau

The article forms part of IPN’s information campaign that presents biographical data, information about the incomes and property and professional experience of candidates for mayor general of the municipality of Chisinau.

Victor Chironda contends for the mayoralty of Chisinau on behalf of the Party “Dignity and Truth Platform” which is led by former MP Dinu Plîngău.

The candidate was born on August 23, 1989 in Chisinau. He lived in Chisinau as a child, but later his family moved to Ștefan Vodă district. He returned to Chisinau in 2008, for studies. He studied history at the Moldova State University and public administration at the Public Administration Academy. Later, in 2016-2018, he studied town planning and modern urban development in Brussels, Copenhagen, Vienna and Madrid within the 4CITIES Euromaster in Urban Studies.

He worked as a consultant for a number of projects. In 2013-2014, he worked at the communication department of Air Moldova airline. During the next two years, he served with the Moldova Social Investment Fund.

In time, he formed part of a number of political parties. In 2009-2012, he was a member of the Liberal Party. In 2013, he joined the Liberal Reformist Party (PLR) formed by a number of ex-Liberals. At the parliamentary elections of 2014, the PLR failed to enter the legislative body. In 2015, the party of which Victor Chironda formed part joined the Electoral Bloc “European People’s Platform of Moldova – Iurie Leancă” (PPEM) for the local election of that year. Victor Chironda entered the Chisinau Municipal Council as a substitute candidate and sat on this in July-September 2019.

Victor Chironda contended for the mayoralty of Chisinau in the local election of 2019 on behalf of the Sociopolitical Movement “New Force”. In that election, he secured over 6,000 votes or 2.73% of the ballot. Shortly after the election, he was named deputy mayor of Chisinau. In July 2021, he was dismissed by the Chisinau Municipal Council at the proposal of mayor Ion Ceban, after the scandal concerning a permit for the demolition of Național Hotel.

For the period between January 1 and December 31, 2022, he declared 219,000 salaries from the public association “Center for European Policies” where he serves as executive director. His wife’s earnings as the events manager of a winery totaled over 300,000 lei. Victor Chironda also declared over 64,000 earnings from the public association “Automobil Club Moldova” for consultancy services and about 8,500 lei copyright royalty from the association “WatchDog”. He also benefitted from a consultancy contract to the value of US$8,000 signed with the UN.

In his property statement, he indicated that he owns 1/4 of a house of 150 square meters. The property to the value of €115,500 was acquired in 2022. He also owns two cars – one made in 2012 and purchased in 2018 for 70,000 lei and the other one made in 2017 and bought in 2021 for 100,000 lei.

In 2022, he raised a loan of 200,000 lei at an interest rate of 16.05% which is repayable by 2028 and another loan of 300,000 lei at an interest of 13.34% which is repayable by October 2024.

“On November 5, we will vote all over the country for a European Moldova, which should be built as a house with children in safety,” the candidate stated in the event he held to launch his election campaign. According to him, Europe means stable values, progress, civilization, democracy, freedom and reward for value.

As it was decided by draw, Victor Chironda of the Party “Dignity and Truth Platform” will be next to No. 12 on the ballot.
