The administration of the Chisinau City Hall promotes the authorization of abusive building of residential blocks near the Technical University of Moldova (UTM) on the lot on which the Cinema “Patria Lukoil” is now situated. It is impossible to erect multistory buildings in that area as the zone is under Code C3, which means this is a commercial area and only shops, theaters and cinemas can be built there, not yet dwellings, ex-deputy mayor of Chisinau Victor Chironda stated in a news conference at IPN.
Victor Chironda noted that on June 14 this year, UTM published an open letter addressed to the mayor of Chisinau Ion Ceban, whereby this is warned that a residential complex with up to 17 stories is to be erected near the University, instead of the Cinema “Patria Lukoil”. According to the letter, the construction works can take place only with the consent of UTM. But the representative of the company that is to erect the multifunctional complex said that this will happen without the University’s consent.
There is a zonal urbanistic plan envisioning the construction of four apartment buildings with a kindergarten that is to be erected nearby and with a green area. The company that is to execute the construction works resorted to a stratagem. The given area is a park area and a multifunctional center for UTM is proposed to be constructed there. It is a multifunctional complex of buildings. It is not clear what sources will be used to reconstruct the building of “Patria Lukoil”, not to mention the urban indicators as four blocks with 13, 15 and 17 stories are to be erected in that place.
Mayor Ion Ceban levels accusations against UTM and denies that the City Hall was asked to authorize the construction of a multifunctional complex in that area. But the information can be seen on the website of the Architecture and Urbanism Division. There are a number of buildings on that lot and near UTM and some of them were to become the property of the University’s professors. It is not clear when those lots were sold.
The company that is to erect the multifunctional complex with four blocks is backed by the City Hall. This is X-Factor Grup. This company allowed using the Cinema “Patria Lukoil” for housing Ukrainian refugees free of charge, but this is not stipulated in an official document. The conditions for offering free the building to refugees were probably the favoring by the Chisinau City Hall and the approval by the Municipal Council of the zonal urbanistic plan for this part of the city, which includes the construction of the multifunctional complex with four blocks.
The Municipal Council should reject this zonal urbanistic plan. The Council is to examine about 40 such plans and most of these legalize abuses. “I challenged four attempts to issue permissive documents for construction works. I think the responsible bodies have reasons to conducts investigations. It can possibly go to influence peddling and abuse of power,” concluded Victor Chironda.
