The victims of domestic and sexual violence in Moldova are mainly women. In cases of rape, protection is offered mostly to women who offered resistance and have injuries and to girls under 13. Related statements were made by human rights expert and jurist Doina Ioana Straisteanu during a public lecture. She said that the women suffer not only because they are subjected to violence, but also because the protection orders issued by courts are not implemented, Info-Prim Neo reports, quoting a communiqué from Promo-Lex Association. According to the jurist, the protection order or restraining order aims to ensure the protection of a victim of domestic violence. The abuser is ordered to stay away from someone, their home, their workplace or their school and to stop contacting them. “The police officers and social workers who are obliged to implement the protection orders do not appropriately fulfill their duties in preventing and combating domestic violence,” said Doina Ioana Straisteanu. The restraining orders are not implemented because the persons in charge do not know their duties or regard domestic violence as an unimportant act, not as an offense, the expert stated. According to Doina Ioana Straisteanu, the cases of rape are inadequately investigated. “The investigation focuses on the behavior of the victim, not of the abuser as if the police need proofs showing that the victim is lying,” she said. The fourth “Equal Rights Review” was launched during the public lecture. It centers on the promotion of equality as a fundamental human right and as a basic principle of social justice. “The strategic role of this publication is to promote the law on non-discrimination.
