Venice Commission to give advice on modification of Constitution

The delegation of the Venice Commission that is paying a working visit to Chisinau during February 25-26 will pronounce on the intention to modify the Constitution of Moldova. The conclusion will be made public after the delegation headed by the President of the Venice Commission Gianni Buquicchio will have discussions with all the parliamentary groups of Moldova, Info-Prim Neo reports. The experts were invited to Chisinau by Moldova's Acting President Mihai Ghimpu to offer assistance and express their opinions on the constitutional reform. On Thursday, February 25, the delegation had a meeting with the leader of the Communist faction Vladimir Voronin. According to a communique issued by the PCRM, Vladimir Voronin told Gianni Buquicchio that the crisis in Moldova is not constitutional, but political and was generated by the ruling alliance. The Communist leader also said the PCRM is against adopting a new Constitution or modifying the present one. The former head of state stressed his party will insist that the present Constitution remain unchanged, the Parliament be dissolved and early legislative elections be announced for this autumn. He said he is ready to discuss possible amendments to the Constitution only after early elections. The meeting of the delegation of the Venice Commission and the leaders of the Alliance for European Integration is set to take place on Friday morning. For the time being, the Alliance's leaders did not make public their positions on the issue. Neither the ruling alliance, nor the Opposition followed Gianni Buquicchio's advice to initiate a dialogue by the current visit of the Venice Commission experts. The Moldovan political forces say no dialogue is possible as the stances on the subject do not coincide. At the end of the first visit to Chisinau earlier this month, Gianni Buquicchio said at a briefing that article 78 of the Constitution of Moldova, concerning the election of the head of state, is the first that should be modified. The European Commission for Democracy through Law, better known as the Ve nice Commission, is the Council of Europe's advisory body on constitutional matters.
