Venice Commission delegation to visit Chisinau Jan, 29

A delegation of the Venice Commission and OSCE/ODIHR will be paying a visit to Chisinau on January 29. The goal of the visit is to formulate a common opinion on the reviewed legislation concerning the system of electing Parliament, IPN reports.

Earlier, experts of the Venice Commission said the modification of the electoral system in Moldova in the form proposed by the Democratic Party and the Party of Socialists is not opportune. According to them, among the major risks of the bill were the exposure of candidates from single-member constituencies to local business interests and low representation of women in Parliament. The experts also wondered how the single-member constituencies will be established in the country and abroad or in the Transnistrian region. Their recommendation was to keep the proportional representation system in the Republic of Moldova.

Parliament voted to introduce the mixed-member electoral system instead of the party-list proportional representation system on July 20 last year.

Two weeks, ago, the Central Election Commission rejected the request to register an initiative group for holding a legislative referendum on the abrogation of the law by which amendments were made to the Election Code. The Commission’s decision was described by the initiative group as illegal and politically motivated.
