Veaceslav Negruță: Value of state guarantees was much higher than value of deposits made by individuals in three problematic banks

The value of the state guarantees provided by the Government of Moldova in the case of the banking fraud was much higher than the amount needed to cover the deposits made by private individuals in the three problematic banks – Banca de Economii, Banca Socială and Unibank, Transparency International Moldova expert Veaceslav Negruță was quoted by IPN as saying in the talk show “Politics of Natalia Morari” on TV8 channel.

According to him, after the first state guarantee of 9.5 billion lei was issued, financial flows of billions of lei started to move from another four banks to the three problematic banks. “Such decisions to place resources in banks facing problems can have only one explanation: there was certainty that the given money will be recovered from the resources provided by the National Bank,” stated the expert.

Veaceslav Negruță said all the elements of the fraud were well coordinated and each element was well synchronized, as to how and when to transfer money from the central bank to the three banks and how much money the three banks will get from that amount . “There was a nucleus that took all the decisions,” stated the expert, noting the chronology of events is described in the first KROLL report.

He added that an exorbitant sum was withdrawn particularly from the three commercial banks. 13.6 billion lei alone was transferred from Banca Socială at the end of November 2014, before the elections. Several days earlier, this sum was accumulated at Banca de Economii. “The shortages identified at the three banks were partially compensated with resources taken from the National Bank under state guarantees. It was known from the start that the money will not return to the National Bank. So, this was also a kind of nonperforming loan provided by the NBM, which should also provide answers,” stated Veaceslav Negruță.

In November, it will be four years of the state’s decision to guarantee the emergency loans provided by the National Bank of Moldova to the insolvent banks Banca de Economii, Banca Socială and Unibank.
