The replacement of the salary system should be the basic element and emphasis of the law on the unitary salary system because this system should be motivating for the public functionary to be ready to increase efficiency and to be interested in working in the public sector. But the Democratic Party of Moldova’s last initiatives in the field create the false impression that the salaries will rise by 20%, 50% or even 90% by doing nothing, Transparency International Moldova expert Veaceslav Negruța was quoted by IPN as saying in the talk show “Expertise hour” on Jurnal TV channel.
According to the expert, last April the formula was changed and the Ministry of Finance became responsible for the salary policy in the budgetary sector. The introduction of the unitary salary system is the second step. The census of functionaries taken in 2011-2012 was the first step. “Now, the second stage and that titanic work done by functionaries internally and externally, are regrettably presented as an electoral, political initiative,” stated Veaceslav Negruța.
He noted the replacement of the salary system in the public sector wasn’t initiated on a Tuesday as a letter of intention with the signatures of the four senior state functionaries of Moldova – the Premier, minister of finance, minister of economy and National Bank governor – was sent to the International Monetary Fund on June 15 this year. The letter informed that the unitary salary system is to be put into practice gradually as of 2019 so as not to affect the macro-financial construction. “The statements made last week already generated inflationist expectations. When time comes for the people to receive possibly higher salaries, the inflation will diminish a considerable part of this rise,” stated the economic expert.
Vice president of the Party “Platform Dignity and Truth” Alexadru Slusari said the PDM is trying to make an electoral show from a delayed reform that was agreed with the development partner. False expectations are being created and the ruling leaders make different statements as regards the new salary system. The leader of the PDM Vladimir Plahotniuc said no budget-funded employee will have a pay lower than 2,000 lei a month, while Minister of Finance Octavian Armașu said the minimum salary during three years will increase from 1,500 to 1,900 lei and the 2018 state budget needs to be rectified. “It seems that Octavian Armașu and the administration of the PDM act according to two different paradigms,” stated Alexandru Slusari.
