Valeriu Zubko asks civil society to help elucidate April 2009 events

Moldova’s Prosecutor General Valeriu Zubko called on the human rights nongovernmental organizations to help establish the causes and consequences of the April 2009 events. The topic was discussed at a meeting of the prosecutor general and national NGOs on Friday, February 12, Info-Prim Neo reports. “We aim to identify a method for cooperating with the civil society in hastening the investigation of the legal cases opened over the use of torture and maltreatment during the Aril protests,” Valeriu Zubko said. “Regretfully, we have a series of cases that cannot be finalized not through the prosecutor’s fault, but because the injured parties do not come to the hearings either because they committed other offences earlier and found methods to negotiate with the police or because they are indifferent to what is happening,” the prosecutor said. Vanu Jereghi, the head of the Institute for Human Rights (IDOM), said the lawyers must take steps to help the investigating bodies, but some of them do not attend the enquiry hearings and avoid other legal procedures. According to him, the Institute has a database that includes about 700 persons who were maltreated, but the state bodies do not have such a database and cannot say exactly how many persons were detained and ill-treated. Jereghi added that the organization he heads can help the Prosecutor’s Office test the firearms with blood prints on them abroad quicker. The guns belonged to the special police brigade “Fulger” and were used during the April protests. A number of representatives of the NGOs said the prosecutors are to blame for delaying the examinations as they want the investigations to last longer. In this connection, Valeriu Zubko expressed his dissatisfaction with the fact that he was not informed about such cases and urged the dialogue partners to be more active in this respect. Vlad Gribincea, the head of the Jurists for Human Rights organization, said it is strange and unacceptable for a democratic society that cases of April 8 street arrests have not been yet examined.
