Users of separate heating systems could be obliged to pay 20% of district heating costs

The Ministry of Economy is proposing the Cabinet to require the residents of apartment blocks who use separate heating units to pay 20% of the costs of district heating, Info-Prim Neo reports. In a legislative proposal, the Ministry argued that the jointly used areas in apartment blocks, like staircases, corridors and basements, constitute 22.6% of the total area, and the costs of heating them should be shared by all the dwellers, including those who renounced warming their flats with heat supplied in a centralized way. The proposal also says that the persons who haven't installed autonomous heating units but intend to do so should obtain the prior agreement of their block manager and neighbors. The Ministry found that the heating bills in the blocks with a big number of apartments disconnected from the teleheating system are by 20-30% bigger than in those which are heated exclusively in a centralized way. It also remarked that in most Central and East European countries the charges imposed on the users disconnected from the teleheating system are even bigger and amount to 30-50%.
