U.S. Embassy consul warns Visa Lottery participants of possible frauds

The consul of the U.S. Embassy in Chisinau David Franz asks the participants in the Diversity Visa programme for 2009 to inform the authorities if somebody asks for an application tax or for mediating the participation in the programme. Persons who wish to apply for the diversity visa lottery should go to www.dvlottery.state.gov where they will find the standard application form. The form must be filled out and sent electronically by December 2, 2007. Applicants must also include digital photographs. Only those selected at random and notified by the U.S. Department of State will then be eligible to apply for an immigrant visa to the United States. At a news conference on Tuesday, David Franz said that the lottery results will be made known in May-June 2008. The winners will be announced by letter. The notifications sent by email are false. The applying persons must have at least secondary education or a length of service of minimum two years in the past five years before applying for visa. They must have no criminal records. Knowledge of English is not compulsory. One person can file a single application and can be disqualified in case of more applications. At the same time, the family members can be included in the application as dependants. David Franz said that the U.S. Government does not provide financial support to the lottery winners. They will apply for visas at the U.S. Embassy in Bucharest and will go to the U.S. at their own expense. The consul also said that the visa applicants must prove that they will not live in poverty in the U.S. and that they will not ask for support from the U.S. Government. According to the consul of the U.S. Embassy in Chisinau, about 20,000-30,000 Moldovans emigrated to the U.S. through the Diversity Visa programme over 15 years.
