A new invoicing section is to be created as part of the General Public Transport and Communications Division of Chisinau for controlling the sale of tickets and subscriptions for public transport. According to Igor Luca, the representative of the company that carried out the institutional audit of the Division, there is now no control over the sale of tickets in public transport. As the municipality covers the difference in fares, the Chisinau City Hall should keep under control the number of sold tickets. The operators - the Electric Transport Company and the Urban Trolleybus Park – report how many tickets they sold, while the municipality believes them without inspecting.
In the meeting to present the updated regulations on the organization and functioning of the General Public Transport and Communications Division, it was noted that the organizational structure of all the Division’s units needs to be changed, including of the transport management subdivision. The audit showed that the sale of tickets is uncertain, while the human resources involved in the control of transport services are inefficient. To modernize the subdivision, the specialist proposed developing the road transport infrastructure and public transport services and invoicing and collecting payments for public transport services.
The Transport Division is one of the main sections of the local public administration and this should deliver results, including as regards the quality of streets and sidewalks, road safety and public transport. The very small salary is a problem in the attraction of qualified experts to the Division.
The institutional audit of the Division forms part of the MOVE IT Like Lublin Project that is implemented by the Chisinau City Hall in partnership with the Lublin City Office and is financed by the European Union. The project envisions the implementation of measures to modernize technologies to control public transport services in the municipality of Chisinau.
