UN Committee for Children’s Rights recommends Moldova to improve legislation so as child rights are observed
The UN Committee on the Rights of the Child based in Geneva recommends that Moldova should improve the legislation so that children’s rights are respected, Info-Prim Neo reports, quoting UNICEF.
The Committee made public its observations on how Moldova is implementing the provisions of the UN Convention on the Rights of the Child. It approved of the legislative amendments introduced during the last few years, harmonization with the international standards and progress in preventing institutionalization, improving social assistance for vulnerable families with children at risk, and reintegrating children into families.
At the same time, the Committee expressed concern and made recommendations for the areas that need improvements. Among these are the child labor exploitation and juvenile justice. The Committee recommended that the Moldovan authorities allocate more money for modifying the legislation and adjusting it to the Convention on the Rights of the Child.
The Committee said that the state should pay more attention to migration, which separates the children from their families. A large number of children have been affected by the migration of one or both of the parents: they do not always have access to education, are sometimes neglected and forced to assume responsibilities by adults, are exposed to juvenile delinquency.
The UN Committee on the Rights of the Child expressed concern about the decreasing net schooling rate, the access to education being mainly determined by the economic situation of the family. The children that come from poor families go to school later and finish school earlier, the report says.
Among other problems mentioned by the Committee were the inclusion of children with disabilities and prevention of violence, abuse, trafficking in children and the speared of HIV/AIDS.
The Committee’s recommendations come about two weeks after Moldova presented in Geneva a report on the implementation of the Convention on the Rights of the Child. The report was presented at the 50th session of the UN Committee on the Rights of the Child on January 20. The Moldovan delegation was headed by Minister of Social Protection, Family and Child Galina Balmos.
The Committee on the Rights of the Child monitors how the states that are parties to the Convention on the Rights of the Child implement the document. These states are obliged to present reports on the implementation of the Convention once in five years. Moldova will produce the next report in February 2015.
