Two reports on broadcasting have been launched

The television channels NIT and N4 as well as the national radio Moldova 1 favored, quantitatively, the Communists Party (PCRM) while reporting on political matters in the period September 1 to 30, according to a monitoring report published by the Electronic Press Association (APEL) and presented at a press conference on Friday, Info-Prim Neo reports. The once ruling party PCRM had over 1000 appearances in NIT's newscasts, or 28,000 seconds; at the same time, the Liberal Party (PL) had 610 appearances and by 2.5 times fewer seconds than PCRM; the Liberal Democratic Party (PLDM) 330 appearances and 6 times fewer seconds, and the Our Moldova Alliance (AMN) 132 appearances and by 19 times fewer seconds. Moldova 1 offered PCRM approximately 900 appearances in news programs, or 23,000 seconds; PL 538 appearances; PLDM 440 appearances; and AMN 220 appearances. Vasile State, project coordinator at APEL, said the period in which the new government formed was a test for all the broadcasters, but not all of them passed it. Some television channels, like Pro TV, TV7, TV21, EUTV, overall pursued a policy based on impartiality, while others – NIT, Moldova 1 and N4 – favored certain political actors and even attempted to intoxicate the public opinion. At the same time, while trying to remain impartial, Pro TV, TV7, TVC21 at times tended to favor the members of the Alliance for European Integration. Eu TV was mostly equidistant, renouncing its once usual pro-Christian Democrat bias. All the news programs on TV7 mostly respected the principle of the second source of information, a rule observed by ProTV almost with no deviation. At the same time, the news programs on NIT declined the worst on this criterion. APEL used the same press conference to launch another report, titled “Monitoring the application of the Broadcasting Code”. APEL chairman Alexandru Dorogan, said the report found that in the monitoring period, from April 2008 to August 2009, there had been serious violations of the broadcasting legislation. The broadcasting authority, the Audiovisual Coordination Council, failed to effect significant change in the national broadcasting sector and adjust it to European standards. At the same time, the Observatory Board of the national broadcaster Teleradio-Moldova failed to define its priorities. Criticizing the editorial policies pursued by the national and regional public broadcasters for their news programs, APEL included in its report a number of recommendations to improve the situation.
