A number of public institutions of Moldova are helped by similar institutions of EU member states not to repeat their mistakes in the reformation process. The experience exchange takes place within twinning projects implemented in Moldova, Info-Prim Neo reports. In a press club meeting centering on the assistance provided by the EU in the reformation of the public administration of Moldova, the head of the Competition Council Viorica Carare said that it is important how the aid is allocated and how it is used. “When you have a final goal, you can organize all the agenda and know what you have to do daily. It’s important who offers the assistance and what country we choose. We had three components and selected by a country for each of them,” said Viorica Carare. She also said that the most important thing in the twinning projects is to work with the counterparts as they experienced the same problems and know solutions to them. Twinning is an instrument for institutional strengthening that was worked out by the European Commission to help the countries to develop efficient administrations and organizations, with the divisions, personnel and managerial skills needed to implement the EU legislation. Ten twinning projects with a total budget of almost €11 million have been implemented or completed in Moldova since 2006. The main goal of a twinning project is to improve the acquis communautaire, not to change the mentality of those who benefit from it. The European officials urge us not to draw hasty conclusions about the effects of the projects as they will be felt in a period.
