The truth about what happened on 7 April 2009 will remain unknown as long as we don't have a state based on the rule of law, Oazu Nantoi, program director at the Public Policy Institute, has told Info-Prim Neo. “I don't know who was exactly responsible for the April 7 events, but obviously the discontent of the youth who gathered in the square had been caused by the then governing party's policies, and the outcome of the April 5 elections amplified that discontent”, said Oazu Nantoi. The analyst thinks that while the government failed to ensure observance of public order, the then opposition leaders also failed by not being able to take control over the crowds. The ensuing human rights violations were even more appalling, in particular those caused by some police officers and judges. The allegations about an attempted coup d'etat and the expulsion of diplomats were also among the failures of the then government. Oazu Nantoi recalls that, besides the Interior Ministry, Moldova also has a Security and Intelligence Service, whose duty is to monitor the situation, collect information and warn the government about potential negative developments, which was not done in April 2009. Tomorrow it is two years since the start of peaceful protests which degenerated into violence later on. It was reported that around 300 people, mainly youths, were ill-treated while in police custody.; 125 sets of criminal proceedings have been initiated on charges of torture.
