A new mandatory internal motor civil liability insurance policy is introduced in the Transnistrian region as of May 1, 2019. The policy is mandatory only for owners of cars with foreign license numbers, if they do not possess a Green Card.

Viorel Cernăuțeanu, of the Reintegration Bureau, has told IPN that this provision does not apply to motor vehicles registered in the member states of the Commonwealth of Independent States. The Transnistrian side specified this following inquires made by the Moldovan authorities and the OSCE Mission.

Respectively, for owners of motor vehicles registered in the Republic of Moldova, this insurance policy will not be compulsory.
