The agency for Supporting Juridical Education and Law Bodies „Ex Lege”, in cooperation with the Superior Council of the Magistrate launched on Monday, 13 March, the project on the topic „Ensuring respect of the standards of the human rights by training judges in applying preventive arrest”, which shall be implemented with the support of the Foundation Soros-Moldova. The manager of the company “Ex Lege”, Valeriu Zubco, said at the opening conference of the project, that the institute of training judges is rather new for Moldova, that’s why persons having this position do not know fully the importance of the institution they represent and in many cases of competence exceed. In the same time, the great majority of arrested persons do not know their rights. In these conditions, he notes, the goal of the project is to increase the professional level of training judges, but as well to inform population about its rights in case of preventive arrest. In order to achieve this goal, along this year, many actions will be undertaken. Thus, it will be drafted the guide of the training judges and the guide of the arrested person, which will be disseminated for free. There will be organised 9 regional seminars in Chisinau, Balti and Cahul where all the training judges of Moldova will participate, as well as officers and prosecutors. It will be done as well an evaluation survey of the cases in the field of implementing preventive measures, as well as a survey among training judges in order to make some recommendations to improve their activity. There also is drafted a new procedure of selecting of training judges in the project. At the same press conference, the judge of the Supreme Court of Justice (CSJ), Raisa Botezatu, member of the Superior Council of Magistrate mentioned that the project proposed by Ex Lege is welcomed, as it would contribute to exclude the abuse of investigation bodies and to improve the activity of training judges. According to her, CSJ has already a guide of judges, but only one chapter is devoted to training judges, which is insufficient. In Moldova there are working 44 training judges, by one in the majority of courts, only in municipality Chisinau two, but there is an initiative to increase their number with other 10 units in the penitentiary institutions to analyse the complaints, Raisa Botezatu mentioned. The Company for Supporting Juridical Education and Law Bodies "Ex Lege" is a non-governmental organisation and apolitical. The company has the aim to support scientific researches in the field of the right in the education institutions, to draft and implement training programs and juridical education of the population, to protect the fundamental rights and liberties and to promote reforms in law-based bodies and juridical education.
