Torture must be punished without probation sentences
The Ministry of Justice and civil society propose a bill according to which torture should be punished without probation sentences. Deputy Minister of Justice Vladimir Grosu conceded that the phenomenon of torture was very serious in Moldova and hard to eradicate, Info-Prim Neo reports.
“We know many persons guilty of torture who are prosecuted. The problem is that courts rule probation sentences, which aren’t real punishments that could actually curb this serious phenomenon”, said the Deputy Minister.
Vladimir Grosu said that the draft law will amend the Criminal Code and the Criminal Procedure Code and includes a distinction between the terms “torture” and “om-human and degrading treatment”. “For torture we’ll exclude the possibility and practice of probation sentences. Only actual and serious punishments”, declared the Deputy Minister of Justice.
The bill was submitted for approval to the Government.
