Think tank's report on heat tariff likely to be used politically: Chisinau Council chairman

The Chisinau Municipal Council (CMC) chairman, Eduard Musuc, doubts the truthfulness of the report on the heat tariff in Chisinau developed by experts of IDIS Viitorul think tank and presented on November 12. Although admitting not to have analyzed it, Musuc told a news conference Wednesday “the report was conceived as a political tool, too,” Info-Prim Neo reports. “We will see where the IDIS Viitorul members will be in the elections and then we'll draw conclusions,” the CMC chairman said. When asked if the local councilors will take into account the tariff of 651.71 lei per Gcal suggested by IDIS, Eduard Musuc has said “the decision belongs to the CMC.” He says the Council “is to observe the memorandum,” because if the memo provides for 740 lei per Gcal, they took into account the audit of the Swedish company “Sweco”, which suggests 817 lei, as well as Termocom's reports, as this heat distributor asks for 822 lei. Musuc admits however the experts' calculations will be taken into account if prove to be correct. “I'm glad the civil society also gets involved in calculating the charge. I would propose IDIS Viitorul to come up with a solution to solve the crisis,” he said. Musuc agrees with the IDIS experts' suggestion to check the price at which the CET 1 and CET 2 plants sell thermal agent to Termocom. He thinks the plants should merge with Termocom, “not to have several tariffs.” That's because Termocom buys 75% of its thermal agent from the plants. The Moldovan experts from the IDIS institute say they have found numerous breeches in Termocom's work, a reason why the tariff could be lower. The charge now is 540 lei per 1 Gcal.
