They need us once in four years, mayors

The mayors complain that the government needs them only in elections, once in four years. They say they have to cope with small funds, their salaries are much lower than of the servants of the central administration and money from the state budget is transferred also depending on the political orientation of the mayors, Info-Prim Neo reports. The chairwoman of the Congress of Local Public Administration (CALM) Tatiana Badan said the situation is difficult owing to the political struggles and the inefficient dialogue between the central and the local powers. “A local public financing system is crucial, but a new law on public finances has not been yet passed,” she stated in the last Congress. According to Tatiana Badan, some of the government institutions are reticent towards the local public authorities. She spoke about the salaries paid to the local administration employees, saying the situation is dramatic as the best specialists with rich experience leave owing to the very low pays. Mayor of Edinet town Constantin Cojocaru said that there is no efficient dialogue between the central and local administrations. “We are looked for by the parties only once in four years. One of the greatest accomplishments of the CALM is that we yielded neither to the left nor to the right forces,” said the mayor. He also said that the institutional dialogue is the strong point because any reform is doomed to failure if the local authorities are not involved. “The interinstitutional dialogue between the central and local authorities should be a priority. Currently, there is not cooperation between the local and central governments,” said Cojocaru, suggesting that the CALM members should be delegated to work in governmental institutions with a consultative vote. Mayor of Budesi Nina Costiuc said the Government should engage the local authorities in the discussions on laws. “Only this way, can we build a powerful state,” she said, stressing that it is hard to work on a salary of only 3,100 lei. Mayor of Anenii Noi Mihail Cheibas said the relations between the local authorities and the district one are also not very constructive because of the political sympathizes of the mayors. He stressed that the district heads do not help the village mayors who support another party than they. According to him, understanding and cooperation is needed regardless of the political orientation because Moldova is in a difficult situation. Attending the meeting, Prime Minister Vlad Filat said the mayor’s demands are clear, but the Government also faces many problems. “I can also give an enthusiastic speech, but will not do it because we must fulfill our duties,” he stated, underlining that he regrets that the salaries haven’t been raised. He informed that financial resources are to be identified by this yearend for increasing the pays of the local civil servants. About 900 mayors from all over Moldova came together for the Congress of Local Public Administration on June 3.
