There will be no new fiscal amnesty, finance minister
No new fiscal amnesty will be allowed, Minister of Finance Veaceslav Negruta said, quoted by Info-Prim Neo. The statement comes after the announcement of the unfavorable results achieved after implementing the set of laws on the liberalization of the economy proposed by former head of state Vladimir Voronin.
Negruta said debts of 4 billion lei to the state budget, the state social insurance budget and the obligatory health insurance funds had been forgiven during the fiscal amnesty, but the situation remained unchanged as the economic entities continue to collect new debts.
“Analyzing the situation more thoroughly, we determined that it is the economic entities that were privileged during many years that do not fulfill their obligations towards the state,” he said.
Negruta also said that the introduction of the zero tax on reinvested profit did not produce the projected results and did not significantly increase the volume of other taxes paid by the economic entities into the budget.
“We cannot now cancel the zero tax as the economic crisis seriously affected the companies, but we will have to return to normality sooner or later,” the minster said.
Negruta added that the third measure – the legalization of capital – produced no important results. “Taxes of only 18 million lei have been transferred to the budget from the legalization of capital, plus 100 million lei legalized by three companies that initially received this money from the budget.”
The failure in implementing the economic liberalization reforms led to the accumulation of new debts. Economic entities' debts to the national public budget in 2009 rose by over 80 million lei to more than 1.2 billion lei, Veaceslav Negruta said.
