There are no preconditions for decreasing number of persons with severe disabilities, NGOs

Most of the medial institutions remain inaccessible to persons with disabilities. The authorities didn’t approve a rehabilitation program for these and the number of persons who benefit from rehabilitation and spa treatment is low. Consequently, there are no preconditions for reducing the number of persons with severe disabilities, says a monitoring report on the implementation of the national program for the social inclusion of persons with disabilities, namely the third objective that refers to the access to medical and education services.

In a news conference at IPN, Natalia Munteanu, projects coordinator at the Humanitas Association, said that of the 17 measures planned for 2018 under this objective, with 30 progress indicators, only seven indicators were achieved, 15 were partially achieved and eight weren’t achieved.

The players involved in the implementation of the program were recommended to initiate better communication between them so as to include all the planned measures that were implemented in reports.

As to the second objective of the program, to ensure the right to high-quality education of children and young people with different types of disability in education establishments, in conditions of equality, Olesea Topal, head of the Public Association “Stoicii”, said that three of nine measures weren’t implemented at all, while six were only partially carried out.

There weren’t trained personnel that assist or teach persons with disabilities. The education institutions weren’t outfitted with accessible transport and equipment needed by the children with disabilities for facilitated learning. Also, programs to train and accredit sing language interpreters weren’t worked out, approved and implemented.

It is proposed designing and adopting a curriculum based on disability criteria and training at least 6,000 teachers a year, who would help the children with different forms of disability to be integrated into general education institutions. The children with disabilities should be distributed proportionally to parallel classes at the same education establishment.

Galina Klimov, executive director of the Alliance of Organizations for Persons with Disabilities of the Republic of Moldova, said the monitoring reports were based on documents of the central public authorities. Some of the measures weren’t probably implemented or weren’t reported owing to the lack of interaction between the players involved in their implementation. Things in this regard should be improved.

The monitoring of the policy documents on the social inclusion of persons with disabilities was carried out with assurance from the Embassy of Sweden.
