In 2005 the consumer provided with water by SA Apa-Canal Chisinau paid for water supply and evacuation of used water the level of 103%, including the population – 96%, public institutions – 102% and businessmen – 117%. In spite of the fact that the debts to ACC are about 260 million lei. According to Serghei Dovjenko, the head of ACC relation with clients department, the great part of debt is that of the population – 142,9 million lei, including 96,67 million lei as difference of the data of the counters. The businessmen have a debt of 112,8 million lei, including the thermo-energy compound – 78,5 million lei; S.A. Moldcarton - 22,6 million lei. the public institutions have a debt to ACC over 2 million lei. According to him, in order to decrease the debts for 2005, the department of relations with client addressed 1,795 complaints of 42,6 million lei. There were examined in courts about 180 complaints of 2,9 million lei, there were addressed 42 complaints for fines of 2,25 million lei. There were addressed and won 18 complaints of 2,2 million lei. it was won the case against S.A. Moldcarton of 23,968,000 lei, the latter one having the greatest debts to ACC of businessmen. In order to liquidate the debts, he mentioned, there were undertaken technical actions – to switch off the water supply and sewerage systems of the debtors. Therefore, C.E.T. – 1, C.E.T. – 2, S.A. Moldcarton, Circus of Chisinau, private apartment blocs, apartment blocs were switched off, about 3,184 clients. Population is the greatest water consumer, consuming 73.2% of the total volume, followed by businessmen – 14.1%, public institutions – 5.2%.
