The methodology of calculating and regulating the tariffs to services provided by the passenger transport enterprise in Chisinau municipality was submitted for examination to commissions of Chisinau Municipal Council (CMC), with the condition that at one of the next meetings to be presented a regulation on the procedure of examining and approving tariffs. According to the head of General Economy, Reforms and Patrimony Relations Department, Valentina Merla, the purpose of the methodology is to determine, approve and apply the tariffs for passenger transport services. She noted at CMC meeting that the methodology sets the composition of the consumption and costs included in the tariffs drafts, as well as the calculation, approval and application procedure of tariffs to transport services. She also mentioned that the tariff calculation and regulation mechanism is based on the principles of the quality of serving the passengers, as well as on the principle of covering the consumption and the costs needed for efficient exploiting of transport units. The municipal councilor Mihai Roscovan informed that the councilors’ proposals to regulate the fuel consumption and costs of the enterprises are not reasonable, in conditions of market economy relations, and the control over the fuel consumption is coming from the centralized planned system of the past. According to him, Chisinau Municipality Transport development Strategy, approved recently by CMC, supposes stimulation of the competition, namely this should be the main criterion, „not the examining of the costs and salaries of every enterprise”. Roscovan also noted that it is needed to organize auctions for public transport routes, by providing the right to work in the sphere of municipal transport to those who can do it with minimum costs. The tariff calculation and regulation methodology to services provided by passenger transport enterprises in Chisinau municipality was issued by the General Economy, Reforms and Patrimony Relations Department in light of the Auto Transport Code and National Accounting Standards.
