The action plan for the City Hall performance assessment project will be drafted this week

The representatives of the Chisinau City Hall, the United Nations Development Programme (UNDP) in Moldova and of the U.S. Embassy will meet this week to define the competences for each party involved in carrying out the project for the assessment of the City Hall performance. Preparations for the project have formed the key part of the discussion between Mayor General Dorin Chirtoaca, U.S. Embassy’s Deputy Chief of Mission Kelly Keiderling and John Balian, Public Affairs Officer, which took place Tuesday, September 18. The mayor mentioned that the project proposed by UNDP will be kicked off after the situation in the City Council is clarified, the chairperson of the Council elected, and the deputy mayors appointed. The American diplomats showed interest in the situation created in the Chisinau Municipal Council (CMC). Mayor Dorin Chirtoaca stated that, if at the next meeting the Council fails again to elect its chairperson because of some absent councilmen, the alliance formed on July 24 is likely to be declared inefficient. Dorin Chirtoaca said he doesn’t understand how some councillors can afford the luxury of not attending the CMC meetings and place their personal interests above the responsibilities delegated by their voters. The mayor believes that such ungrounded absences must be harshly punished. Although he hasn’t fully made up his mind, the mayor stated that he will be obliged to field his own candidates for deputy mayors if the situation in the CMC remains deadlocked.
