“Termocom” JSC will not give in to pressures and will keep its conditions for connecting the consumers to the thermal network. The heat supplier’s statement comes two days after the request of the interim mayor Vasile Ursu to connect all the blocks of flats in Chisinau to the network, including those with debts. At the working meeting from 23 October, the interim mayor requested the civil servants of the district offices to inspect the blocks with debts, asking for their connection in case the managers of the dwelling blocks sign guarantees through which they would be obliged to pay the debts within 1-2 months. Ursu has also ordered the connection of the blocks that do not have such guarantees. In reply, “Termocom” JSC administration made a press statement saying that Ursu’s order contravenes the legislation in force, therefore it had no effect. “Termocom” JSC is an economic agent and not a philanthropic company, moreover the gas, water, power and heat suppliers are not wiling to deliver power supplies without being paid”, emphasized the statement’s signers. According to them, the acting mayor’s order is inadmissible under the conditions the tariff for thermal energy covers the expenses for its production and supply only below 50 %. If obeyed, the order will have serious consequences, both for the heat supply system of Chisinau municipality and for the entire energy complex from Moldova and it will put in danger its good functioning. In supplier’s opinion, under the present conditions, the situation can not be improved by exerting pressures, and the local public administration should offer subventions to underprivilleged dwellers, to approve an adequate tariff for the thermal energy, to mobilize the structures for increasing the level of payments and to take efficient measures for conserving thermal energy. During the same meeting of the City Hall, he chief-engineer of the “Termocom” JSC, Vladimir Babici stated that at present the level of the payments for the thermal energy supplied last year is of 103%. This percentage includes also the debts for the previous years. At present, in Chisinau there are connected to the heat network 1320 block of flats of about 2800 blocks endowed with heat systems, the percentage of connection being of 43%. The most of connected blocks belong to the municipal fund - 1218 of 1644. 57 of 613 blocks of the residents’ privatized Associations, 17 blocks of 321 Construction Cooperatives, and 28 of 247 departmental houses were connected as well.
