The Airport Administrator, Sergiu Spoială, explains that optimizing the documentation involves a complete review of the project, not a simple formal adjustment. “It’s not about simply reducing the volume of work, but about adjusting and supplementing the technical, architectural and engineering solutions, including detailing the equipment, materials, passenger flows, and critical functional areas,” specified the AIC director.

According to him, the technical analysis highlighted several deficiencies, including the lack of clear design solutions, the absence of a final plan for the placement of equipment and engineering networks, as well as insufficient detailing of the technological furniture in the control areas. “These aspects resulted from the internal technical analysis of the documentation, carried out during the evaluation procedure, and imposed the need to revise the project before continuing the procurement procedure,” explains Sergiu Spoiala.

The airport administrator further specifies that after the cancellation of the procurement procedure, the process of qualification and evaluation of the bidders was not completed, respectively, no disqualification decision was applied on technical, financial or administrative criteria. “The prices offered did not constitute a determining criterion at this stage. The cancellation decision was based exclusively on the need to adjust the project documentation,” he added.

Sergiu Spoiala mentions that the estimated value of the contract will be determined after the completion of the project documentation review, and the new procurement procedure will be launched immediately after. The project is set to be implemented in stages, without affecting the current activity of the airport. “The main goal remains the safe and functional modernization, in accordance with European standards, even if this effort requires schedule adjustments to ensure the quality and sustainability of the investment,” says the AIC administrator.

At the same time, the airport management reiterated that the passenger terminal modernization and expansion project will be fully funded from the airport’s own revenues, without involving public funds, and all decisions taken are exclusively in the public interest, safety, and long-term development of airport infrastructure.

“In recent years, new records have been set at the Airport. Last year, we reached the record of 4 million passengers. This year, we hit the record of 5 million served passengers, and the year is not yet over. The figure will be higher,” said the head of Chisinau International Airport, Sergiu Spoiala, during the “Pe față” show on public television.

According to Spoiala, the modernization of the Airport will initially target the expansion of the terminal and the modernization of operating equipment. “150-160 million lei will be spent to expand the terminal by 5,000 m2. Later, it will be about the modernization of all equipment, and the total amount required for these processes will be 800 million lei”, explained the Airport administrator.

The head of AIC explained that, after the completion of the works, the airport will be able to serve significantly more passengers annually. Spoială specified that the project will be fully funded from AIC’s resources, without loans or external financial support.

“With the completion of the reconstruction project, the Airport will increase its capacity by 1.5 million passengers. After the project is completed, the Airport will be able to handle 7.5 million passengers annually. The project is being carried out from its own sources. That is, the enterprise will not contract any credit and will not absorb external aid. All expenses will be borne from its own sources”, concluded Sergiu Spoiala.

The project aims to increase passenger processing capacity, reduce waiting times, and align airport infrastructure with international standards. The technical project is developed by the Office for Territorial Planning, Urbanism, Construction, and Housing.

“This ambitious project marks the beginning of a new era for our airport. We aim to reduce waiting time, increase comfort, and transform the Eugen Doga International Airport – Chisinau into a modern and efficient air hub, of which all citizens can be proud,” stated the interim director of the terminal, Sergiu Spoială, at a press conference.

The project envisages the expansion of control areas and waiting spaces, the installation of automatic gates for passport control, as well as the introduction of the Fast Track system, designed to accelerate passenger flow. Self-service solutions for luggage drop-off will also be implemented. In addition, the arrangement of a covered terrace is planned, and the departure area will be doubled in height by creating a mezzanine, to provide a more airy and functional interior space.

The Deputy Director of the Public Property Agency, Valerian Bobu, mentioned that the development of infrastructure is possible due to the financial performance of the state enterprise. According to him, the revenues of the Chisinau International Airport have significantly increased: from 2.6 million lei in 2022 to 211 million in 2023. For the year 2024, the estimates rise to 337 million lei.

The Director of the Office for Territorial Planning, Nicolae Lupusor, specified that the works will be carried out in stages, so that the airport’s activity is not affected. “Our technical vision focuses on creating a fluid, intuitive space adapted to future needs,” he said.
