According to the data in the activity report presented at the meeting of the CNA College, during this period, another 447 corruption offenses were documented, and 500 people were recognized as suspects.

On the asset recovery component from offenses, the courts have confirmed previous seizures on goods worth over 221 million lei. At the same time, ARBI issued 15 freezing orders on assets, with a total value of over 22.7 million lei.

The CNA has also reported on activities carried out in the field of corruption prevention. In the first six months of the year, the institution examined 616 regulatory projects, of which 538 were subjected to anti-corruption expertise to identify risks that could favor acts of corruption.

The second monitoring report of the Promo-LEX Association on the human rights situation in the region, covering the period from April 1 to June 30, signals that individuals in detention are held in precarious conditions, marked by underfunding, lack of medication and limited access to medical care. The daily cost of maintaining a detainee is 157.3 lei, compared to 410.3 lei on the right bank of the Nistru, and the number of doctors and medical assistants in prisons has decreased by about 30% in the last three years.

At the same time, the report highlights the intensification of militarization and propaganda among children. Approximately 15 thousand children enrolled in kindergartens on the left bank of the Dniester and in the city of Bender participate in activities promoting military and Russian symbols. Only at the military-patriotic festival organized on May 8 in Tiraspol, 2,790 preschoolers and students participated.

According to Promo-LEX, Soviet rituals and symbols have been reintroduced in schools, including activities dedicated to the pioneer organization, and students have participated in thematic lessons and visits to museums with a propagandistic character. At the same time, hundreds of teenagers aged between 14 and 16 were involved in military-sport competitions that included military training exercises, shooting and tactical demonstrations.

The report also shows that ideological influence exceeds the limits of the region. During the period of May-June 2026, the first group of children from the Transnistrian region was sent to the “Artek” camp in occupied Crimea, an institution internationally sanctioned for its involvement in the deportation and alleged “reeducation” of Ukrainian children. Over the past nine years, more than 100 children from the region have participated in the programs of this center.

Promo-LEX also notes an intensification of anti-reintegration propaganda. According to the organization’s monitoring, the media controlled by Tiraspol promoted messages during the analyzed period suggesting that the reintegration of the Republic of Moldova would mean “genocide”, “extermination”, “occupation” or “forced romanization”, while the so-called “ministry of security” published a list of 19 independent media platforms, warning the population not to collaborate with them.

The Promo-LEX report concludes that the human rights situation in the Transnistrian region continues to deteriorate due to repressive measures, economic crisis, and intensifying propaganda, and the constitutional authorities must strengthen dialogue with the region’s inhabitants and prepare for a possible increase in public service requests from the right bank of the Dniester.

According to the report, cancer currently causes about 10 million deaths annually, equivalent to over 26 thousand lives lost daily, and remains the second leading cause of death worldwide, after cardiovascular diseases.

The WHO draws attention to the fact that people affected by cancer often face not only medical issues, but also financial and psychological difficulties. The report shows major differences between countries in terms of access to diagnosis and treatment. Thus, 87% of women diagnosed with breast cancer in high-income countries survive at least five years after diagnosis, compared to 42% in low-income states.

Almost four out of ten cancer cases are associated with preventable risk factors, such as tobacco and alcohol consumption, overweight, lack of physical activity, unhealthy diet, and certain infections, including HPV, hepatitis B and C, or Helicobacter pylori.

WHO recommends governments to adopt patient-centered measures and proposes seven directions for improving cancer prevention, diagnosis, and treatment. According to the organization, investments in medical services, social protection, and equitable access to innovations will be essential for reducing the impact of the disease in the coming decades.

According to the Council of Europe, the Republic of Moldova has a probation administration separate from the penitentiary administration, under the subordination of the Ministry of Justice. At the same time, the Moldovan authorities use the individual as a unit of record both for the number of people on probation, and for entries and exits from the system.

Space II shows that approximately 11% of people on probation were subject to measures applied before the sentence was pronounced, and some of the people under supervision were carrying out measures imposed after release from detention or suspended prison sentences. Also, women represented about 10% of the people on the probation services’ records and minors – less than 1%.

According to the document, national statistics include minors, women, and foreign citizens under the supervision of probation services. Moreover, individuals on probation are not included in the prison population reported by the Space I study on prisons, which allows for the distinct highlighting of alternative detention measures.

At the same time, the report indicates that on the territory of Moldova, community and probation measures are applied to all categories of offenses: those against the person, against property, those related to drugs, traffic offenses and other types of crimes.

In the category of offenses against the person are included murders, violent offenses, sexual offenses, offenses against the family and minors, as well as those against the dignity of the person and public health. The category of offenses against property includes thefts, robberies, frauds, acts of vandalism and hooliganism, and the one of offenses related to drugs includes the possession, manufacture and illicit consumption of drugs.

At the European level, at the end of last year, over 1.43 million people were under the supervision of probation services, and in most states, probation is primarily used after sentencing, as an alternative to serving a sentence in detention.

According to Gheorghe Hajder, inspectors found that only 40% of the lands intended for afforestation are in a satisfactory condition. Also, there are not over 81 thousand seedlings on the ground that were listed in the documents, and near the village of Chetris, Falesti district, almost 42 thousand abandoned seedlings were found on the ground, completely compromised.

The report also shows that the reserve has been recording financial losses for several years, and the debts have exceeded 4.3 million lei. Moreover, the institution’s employees have not received their salaries for the last five months. Under these circumstances, the minister requested the dismissal of the director and the initiation of urgent measures to rectify the situation.

The Director of the “Padurea Domneasca” Nature Reserve, Serghei Bucatari, told IPN that the internal investigation is ongoing and that the institution recently received the control report, which they intend to contest. He specified that he needs time to analyze the findings and understand how the situation described in the document came about. At the same time, Serghei Bucatari said he knows nothing about the minister’s request for his dismissal.

The request was made during the meeting of the Parliamentary Commission for Public Finance Control, where the activity report of the Court of Accounts for the years 2024 and 2025 was examined.

During the meeting, Tatiana Rotari, a deputy of the Party of Action and Solidarity, asked whether the institution has recently checked Moldatsa and proposed including the company in the future audit plan, in the context of the scandals of the past few weeks and the checks that are already underway.

The President of the Court of Auditors, Tatiana Sevciuc, stated that the latest audit at Moldatsa targeted the financial situations for the year 2017 and was approved in 2018. She specified that the institution remains open to conducting a new audit, however, missions are selected based on legal procedures. According to her, every year, in June, authorities and citizens can propose audit themes, which are subsequently analyzed based on risks, public interest, and the relevance of the subject.

The Court’s management specified that the audit program for the year 2026 is already approved and cannot be modified. Under these circumstances, the request regarding Moldatsa will be examined within the process of developing the activity plan for the following period. At the same time, Tatiana Sevciuc mentioned that she cannot draw conclusions about the company’s activity without conducting an audit mission.

During the discussions, the President of the Court of Auditors reiterated that state enterprises and joint-stock companies are legally obliged to carry out audits conducted by independent companies from the professional services market and to make them public. At the same time, she emphasized that the external public audit carried out by the CCRM has a different role and is planned independently, based on risk analysis and public interest.

According to BNM, the majority of assets are represented by foreign currency assets, which totaled 106.7 billion lei. Of these, investments in securities increased from 84.4 billion to 89.2 billion lei. In contrast, cash and foreign currency placements significantly decreased, from 18.9 billion to 13.3 billion lei.

The value of the monetary gold held by the central bank has increased from 115.6 million to 175.5 million lei, while the assets at the International Monetary Fund have slightly decreased, from 4.16 billion to 4 billion lei.

In terms of national currency assets, the largest increase was recorded in loans granted to banks and other institutions, which reached nearly 1.5 billion lei, compared to 188.2 million lei at the end of the previous year. On the other hand, the portfolio of securities issued by the Government decreased from 13.9 billion to 12.4 billion lei.

On the liabilities side, the total debts of the BNM have slightly increased, from 112.3 billion to 113 billion lei. At the same time, the volume of the national currency in circulation reached 54.4 billion lei, increasing by approximately 5.9 billion lei in a year.

At the same time, the value of the certificates issued by BNM has more than halved, from 9.8 billion to 4.2 billion lei.

The capital and reserves have decreased from 9.46 billion to 7.81 billion lei, including due to the reduction of the reserve from exchange rate differences related to the revaluation of foreign currency stocks, which was 2.75 billion lei at the end of 2024 and reached zero on December 31, 2025.

According to Promo-LEX, although the legislation prohibits torture and inhumane treatment, its implementation remains deficient. By the end of 2025, the European Court of Human Rights found approximately 180 violations of Article 3 of the European Convention on Human Rights in cases against the Republic of Moldova.

The report shows that preventing police brutality remains one of the most vulnerable areas. Last year, 299 criminal cases were recorded regarding alleged acts of torture and ill-treatment committed by state agents, but only 76 were turned into criminal investigations. At the same time, Promo-LEX points out the lack of an independent civil mechanism for investigating complaints against police officers.

Problems persist in the prison system as well. Penitentiary No. 13 in Chisinau and Penitentiary No. 11 in Balti remain severely overcrowded, with 325 and 173 inmates over capacity, respectively. At the same time, the shortage of medical staff limits access to health services, and the informal hierarchies among inmates favor abuses and human rights violations.

Promo-LEX notes that impunity continues to be a major problem. Less than 5% of complaints about torture end in convictions, and investigations last, on average, over four years. In addition, victims rarely benefit from state-funded compensation or rehabilitation services, even though the legal framework allows for this.

In this context, the association calls on the authorities to reduce overcrowding in prisons, to create an independent mechanism for investigating complaints against the police, to strengthen investigations into torture, and to ensure support and compensation for victims. Furthermore, Promo-LEX requests the transfer of medical services from prisons under the jurisdiction of the Ministry of Health and the allocation of resources dedicated to preventing torture.
