<p class="wp-block-paragraph"><strong>Update:</strong> The two bodies belong to females. According to the General Inspectorate of Police, preliminary findings suggest that one of the victims was between 20 and 30 years old, while the other was between 60 and 70 years old.</p>

<p class="wp-block-paragraph"><strong>Initial news:</strong> Law enforcement officials have discovered human body parts in a pond in the town of Danceni, Ialoveni district. Identification is currently impossible, but one of the victims is a woman. The police are appealing to citizens who have relatives or close ones who have disappeared in the last two months to urgently contact the authorities, reports IPN.</p>

<p class="wp-block-paragraph">The alarm was raised on Sunday, around 3:00 PM, by a fisherman who noticed something suspicious in the pond and alerted the 112 Service. Upon arriving at the scene, the police discovered several parts of human bodies and cordoned off the area. Preliminary information suggests that there are two people, one of whom is female. Law enforcement officials note that, as not all parts of the bodies have been recovered, identifying the victims is extremely difficult.</p>

<p class="wp-block-paragraph">Divers continue their search in the pond for other fragments, while forensic doctors are set to determine the sex of the second person and other elements that could lead to the identification of the victims.</p>

<p class="wp-block-paragraph">In this context, the Police urge those who have relatives, friends, or acquaintances that have gone missing in the last two months, without their disappearance being reported to the authorities, to immediately contact the nearest police unit or call Service 112.</p>

<p class="wp-block-paragraph">The investigation is ongoing, and law enforcement officials say they will provide additional information as new data emerges in the case.</p>

<p class="wp-block-paragraph">In the first five months of the year, over 1.3 million potentially fraudulent calls were blocked by mobile phone operators, a measure that significantly reduced the number of attempted phone scams. The statement belongs to the director of the National Agency for Regulation in Communications (ARCOM), Sergiu Gaibu, and was made during the <a href="https://www.youtube.com/watch?v=edSGVpOhexY">public debate</a> &#8220;Why is society vulnerable to financial scams?&#8221;, organized by the IPN Press Agency.</p>

<p class="wp-block-paragraph">The ARCOM Director presented data on the scale of international calls and the efficiency of the call-blocking mechanism implemented by operators. &#8220;In the first five months of this year, over 1.3 million calls were blocked. Over the course of five months, there were over 19 million international calls in the Republic of Moldova, and of these, over 5 million calls were with a Moldovan number. 26% of these calls were blocked by operators,&#8221; explained ARCOM Director, Sergiu Gaibu.</p>

<p class="wp-block-paragraph">The head of ARCOM emphasized that blocking suspicious calls is just one of the measures implemented to combat fraud, as criminals use multiple channels to reach potential victims.</p>

<p class="wp-block-paragraph">&#8220;There are a series of functional tools at the national operators for blocking these calls. But this is just one of the channels for propagating fraud. We have intense collaboration with the police. The typology of frauds has been examined by the police. The SMS messages received by subscribers were a mechanism for quick and targeted information,&#8221; stated Sergiu Gaibu.</p>

<p class="wp-block-paragraph">According to him, alongside the investigations, the authorities are conducting information campaigns so that citizens can more easily recognize fraud attempts. &#8220;The collaboration with the police continues also for the investigation phase. It is important that all public institutions have mobilized. There has been intense collaboration with the National Bank and the enforcement agencies. Citizens have been informed about the types of scams that are taking place. We spoke with telephone operators and postal workers to provide additional information to citizens,&#8221; said the head of ARCOM.</p>

<p class="wp-block-paragraph">Although the Republic of Moldova is classified as moderate risk in the 2026 edition of the Global Torture Index, four essential areas remain vulnerable. These are the prevention of police brutality, detention conditions, combating impunity, and respecting the rights of victims. Promo-LEX warns that this rating may create an incomplete image of the real situation, as it conceals serious structural problems, reports IPN.</p>

<p class="wp-block-paragraph">According to Promo-LEX, although the legislation prohibits torture and inhumane treatment, its implementation remains deficient. By the end of 2025, the European Court of Human Rights found approximately 180 violations of Article 3 of the European Convention on Human Rights in cases against the Republic of Moldova.</p>

<p class="wp-block-paragraph">The report shows that preventing police brutality remains one of the most vulnerable areas. Last year, 299 criminal cases were recorded regarding alleged acts of torture and ill-treatment committed by state agents, but only 76 were turned into criminal investigations. At the same time, Promo-LEX points out the lack of an independent civil mechanism for investigating complaints against police officers.</p>

<p class="wp-block-paragraph">Problems persist in the prison system as well. Penitentiary No. 13 in Chisinau and Penitentiary No. 11 in Balti remain severely overcrowded, with 325 and 173 inmates over capacity, respectively. At the same time, the shortage of medical staff limits access to health services, and the informal hierarchies among inmates favor abuses and human rights violations.</p>

<p class="wp-block-paragraph">Promo-LEX notes that impunity continues to be a major problem. Less than 5% of complaints about torture end in convictions, and investigations last, on average, over four years. In addition, victims rarely benefit from state-funded compensation or rehabilitation services, even though the legal framework allows for this.</p>

<p class="wp-block-paragraph">In this context, the association calls on the authorities to reduce overcrowding in prisons, to create an independent mechanism for investigating complaints against the police, to strengthen investigations into torture, and to ensure support and compensation for victims. Furthermore, Promo-LEX requests the transfer of medical services from prisons under the jurisdiction of the Ministry of Health and the allocation of resources dedicated to preventing torture.</p>

<p class="wp-block-paragraph">The Global Torture Index is compiled by the World Organization Against Torture in collaboration with the SOS-Torture network and evaluates, in its 2026 edition, 39 countries based on seven thematic areas.</p>

<p class="wp-block-paragraph">Three out of the six police officers from the Botanica Police Inspectorate, detained in the spring in a corruption case, were again detained by the officers of the National Anti-Corruption Center. This time, they are suspected of abuse of power, after allegedly embezzling some of the money seized from a person in their custody, reports IPN.</p>

<p class="wp-block-paragraph">According to the CNA, the three police employees are suspected of acting out of material interest and in collusion with other individuals yet to be identified. They are alleged to have violated their duties related to the preservation, recording, and integrity of the goods seized in the performance of their duties. They are believed to have taken advantage of the vulnerability of a person in custody and appropriated a portion of the funds seized from them, causing significant damage.</p>

<p class="wp-block-paragraph">The three are among the six employees of IP Botanica <a href="https://ipn.md/en/six-employees-of-ip-botanica-including-a-department-head-detained-in-the-corruption-case/">detained</a> in April in a corruption case. According to the investigation, they allegedly demanded and systematically received sums ranging from 3 thousand to 10 thousand dollars from individuals involved in the consumption and illicit trafficking of drugs.</p>

<p class="wp-block-paragraph">The criminal investigation continues in both cases to establish all circumstances and identify all involved parties. In the meantime, the three suspects have been placed in the detention center of the CNA for criminal investigation.</p>

<p class="wp-block-paragraph">Online and telephone scams have caused damages of at least 157 million lei in the first five months of the current year. The announcement was made by the head of the General Police Inspectorate, Viorel Cernauteanu. According to the IGP chief, the actual amount could, however, be much higher, as not all victims report to the authorities, reports IPN.</p>

<p class="wp-block-paragraph">The Head of the General Police Inspectorate mentioned that numerous victims of fraudsters avoid reporting fraud cases due to shame or feelings of guilt. &#8220;Some don&#8217;t even report. Out of shame for what happened. But that&#8217;s no excuse. People must report and we must do everything possible for them to recover their losses,&#8221; stated Viorel Cernauteanu during the TV show &#8220;Point of the Day&#8221; on TVR Moldova.</p>

<p class="wp-block-paragraph">According to him, the phenomenon is widespread, and the number of reports and cases managed by the police is continually increasing. &#8220;Over 1,500 reports have been noted. There are about 800 criminal cases already under management, but some of the materials are still criminal proceedings, meaning the circumstances are yet to be determined. Therefore, this number will subsequently increase,&#8221; added Viorel Cernauteanu.</p>

<p class="wp-block-paragraph">The IGP Chief drew attention to the fact that the investigation of these crimes is hindered by their cross-border nature. According to him, criminal groups take advantage of information technologies to operate from outside the country.</p>

<p class="wp-block-paragraph">&#8220;Thanks to the possibilities of information technologies, crime no longer has a border. The criminal&#8217;s choice is to commit an act outside the territory where they are located, because it becomes much more difficult to document. There are a few call centers operating from several countries,&#8221; said the head of the National Police.</p>

<p class="wp-block-paragraph">According to the IGP, the mission of the police is to maintain public order and the safety of citizens, and the situation at the church in Dereneu is classified as a provocation, intended to generate social tensions by exploiting a sensitive subject, such as religion.</p>

<p class="wp-block-paragraph">The police remind that the individuals currently protesting had forcefully entered the same place of worship in 2018 and illegally took over the property, leading to a protracted lawsuit. This ended with a decision of the Supreme Court of Justice, which determined that the property belongs to the Ministry of Culture and is given for use to the Metropolis of Bessarabia.</p>

<p class="wp-block-paragraph">Previously, representatives of the Metropolis of Bessarabia stated that their access to the Church of the &#8220;Dormition of the Mother of God&#8221; in Dereneu is hindered, despite an irrevocable court decision in their favor. They specified that the entrance was allegedly blocked by several people from the locality and the church door was damaged.</p>

<p class="wp-block-paragraph">In a <a href="https://ipn.md/en/metropolis-of-bessarabia-access-to-the-church-in-dereneu-blocked-despite-the-court-decision/">press conference</a>, the administrative vicar of the Metropolis of Bessarabia, Gabriel Andrei Gherasa, stated that the situation had been misrepresented as a religious conflict and that, in reality, it was a matter of non-compliance with a court ruling.</p>

<p class="wp-block-paragraph">In a household in the village of Cosnita, Dubasari district, human remains were found. They were discovered during construction work on the foundation of the house, at a depth of approximately one meter, reports IPN.</p>

<p class="wp-block-paragraph">According to the General Inspectorate of Police, all legal procedures have been initiated on the case, and a forensic examination has been ordered to determine the cause and time of death.</p>

<p class="wp-block-paragraph">Law enforcement officials are also considering the version of some locals, who claim that in the past, this land may have been a cemetery.</p>

<p class="wp-block-paragraph">A drone, approximately 2.5 meters in length, was detected on Thursday morning, around 09:25 AM, in the locality of Crocmaz, Stefan Voda district. The flying device was found in the garden of an uninhabited house, reports IPN.</p>

<p class="wp-block-paragraph">According to the General Inspectorate of Police, experts from the Technical-Explosive Section are being dispatched to the scene, who will examine the object and determine the exact circumstances.</p>

<p class="wp-block-paragraph">The police clarify that the citizens immediately alerted the authorities and did not intervene personally, emphasizing the importance of adhering to safety measures in such situations.</p>

<p class="wp-block-paragraph">People are urged not to approach suspicious objects, not to touch or attempt to move them, and to urgently notify the Police at number 112, following the instructions of law enforcement until the arrival of specialized teams.</p>

<p class="wp-block-paragraph">Access for individuals will be limited from January 18-20 in certain public places in the capital&#8217;s center and the arteries connecting to the Chisinau International Airport. The municipality specifies that this measure is taken by the police in the context of the official visit to the Republic of Moldova of the President of Albania, Bajram Begaj, reports IPN.</p>

<p class="wp-block-paragraph">Thus, between the hours of 08:00 and 18:00, the holding of mass events will be limited, temporary suspension of road and electrical or thermal network repair works will be in place, as well as tree cutting within the perimeter of the streets where the official procession will pass.</p>

<p class="wp-block-paragraph">Exceptions to the restrictions are the socio-cultural events, mentioned in the preliminary declarations, submitted to the Chisinau City Hall, during the period in question.</p>

<p class="wp-block-paragraph">Drivers are urged to follow the instructions of traffic officers and to exhibit patience in traffic.</p>
