<p class="wp-block-paragraph">Chisinau marks 590 years since its first documentary attestation. On this occasion, the mayor Ion Ceban sent a congratulatory message, in which he emphasized that the city is not just streets, buildings or projects, but above all the people who build it, live it day by day and contribute to its development, reports IPN.</p>

<p class="wp-block-paragraph">In the context of the anniversary, the inhabitants of the capital are invited to the &#8220;Te salut, Chisinau!&#8221; Festival, organized for the sixth consecutive year. The events will take place over three days in the city center, especially on the pedestrian street &#8220;Eugen Doga&#8221;, where concerts, cultural activities and events dedicated to the history of the capital are announced.</p>

<p class="wp-block-paragraph">The festive program will begin at 4:00 PM, at the Cross Complex in the Metropolitan Cathedral Square, with a presentation about the history of Chisinau and the main stages of the city&#8217;s evolution.</p>

<p class="wp-block-paragraph">Starting from 6:00 PM, on the pedestrian street &#8220;Eugen Doga&#8221;, the opening concert of the festival will take place. The Municipal Folk Music Orchestra of the Advahov Brothers will perform on stage, as well as artists from the Republic of Moldova and Romania.</p>

<p class="wp-block-paragraph">In the context of the anniversary, the National Museum of History of Moldova is organizing the exhibition &#8220;Urban Archeology and the Hidden Memory of Chisinau&#8221;. This can be visited between July 17 and November 30 and brings together results of archaeological research carried out in recent decades, including vestiges discovered in the capital, photographs, site documents, and historical reconstructions.</p>

<p class="wp-block-paragraph">The municipality has relaunched the tender for the restoration of the historic Chisinau City Hall building, after two previous procedures failed. No participants registered for the first competition, and for the second one, the only submitted bid was declared non-compliant, reports IPN.</p>

<p class="wp-block-paragraph">During the operational meeting of the municipal services, Mayor Ion Ceban stated that the municipality will try to attract a larger number of companies, including from abroad, to ensure competition at the auction and the selection of a contractor with experience in restoring historical monuments.</p>

<p class="wp-block-paragraph">The head of the Capital Construction Department within the Chisinau City Hall, Andrei Ciochina, specified that the City Hall will provide information about the procurement procedure, including to the Patronage of Construction Companies in Romania and to other profile organizations, in order to encourage the participation of specialized firms.</p>

<p class="wp-block-paragraph">&#8220;We invite all interested entrepreneurs to participate in this auction. It is a project of great complexity and responsibility, and all bids will be thoroughly examined, as it involves the restoration of one of the most important historical buildings in the municipality&#8221;, mentioned Andrei Ciochina.</p>

<p class="wp-block-paragraph">At the same time, during the meeting, the general mayor requested that the new auction be promoted as much as possible, including through the embassies and professional organizations, and proposed the organization of a presentation meeting of the technical project for interested economic operators, so that they can ask questions before submitting their bids.</p>

<p class="wp-block-paragraph">The General Directorate of Education, Youth and Sport of Chisinau municipality requests the suspension of the &#8220;Restart&#8221; reform in education until an independent evaluation of the legal, financial and administrative impact of the proposed changes is carried out. At the same time, the municipal authorities propose organizing a referendum in the capital, arguing that teachers, managers of educational institutions and non-teaching staff, directly targeted by the reform, should decide on its implementation, reports IPN.</p>

<p class="wp-block-paragraph">The Deputy Head of DGETS, Andrei Pavaloi, stated at an event that representatives of the educational community in the capital express their concern about the way the reform is promoted, without real public consultations and without convincing arguments regarding the impact on the quality of education and the network of educational institutions in the municipality. According to him, in the absence of clear explanations and impact analyses, there is no certainty that the reform will bring benefits to the municipal educational system.</p>

<p class="wp-block-paragraph">The Deputy Head of DGETS, Valentin Crudu, pointed out that the proposed reorganization affects the stability of the educational process. He mentioned that the reform transfers responsibilities to the Ministry of Education and Research, without providing guarantees that the educational and social programs currently funded exclusively from the municipal budget will be maintained.</p>

<p class="wp-block-paragraph">The mayor of Chisinau, Ion Ceban, emphasized that a reform of the magnitude of &#8220;Restart&#8221; should only be adopted after consulting the citizens. According to the mayor, teachers, principals, students, parents, and local authorities should express their opinion through a referendum, as is the procedure in the case of complex reforms in several European countries.</p>

<p class="wp-block-paragraph">The educational community has requested the mayor of the capital to take the necessary measures to suspend the reform. At the same time, the mayor was asked to initiate the legal procedures for organizing a consultative referendum, so that the residents of the capital can express their opinion on the implementation of the reform, considering its impact on the entire community.</p>

<p class="wp-block-paragraph">The &#8220;Restart&#8221; reform in education, launched by the Ministry of Education and Research, envisages replacing the current regional and municipal education departments, divisions, and departments with Territorial Education Agencies (TEA), which will operate under the direct subordination of the Ministry and will take over the administration of general education. Early education and extracurricular activities will remain under the administration of local public authorities.</p>

<p class="wp-block-paragraph">The National Alternative Movement Party will officially nominate Igor Grosu for the position of Prime Minister, even though it has announced that it will not participate in the consultations to be held by the President, reports IPN.</p>

<p class="wp-block-paragraph">In an address to the president of the Parliament, the leader of MAN, Ion Ceban, said that the leader of PAS should directly assume responsibility for governance. According to him, responsibility for political, economic and social decisions should be assumed by the party that holds the parliamentary majority.</p>

<p class="wp-block-paragraph">&#8220;In order not to carry all this lamentation to consultations, simulations, and all sorts of actions where the people who come are merely for decoration, I will ask the MAN deputies to officially forward Igor Grosu&#8217;s candidacy&#8221;, said Ceban.</p>

<p class="wp-block-paragraph">He also criticized the consultations initiated by President Maia Sandu for the appointment of the new head of the executive, stating that these would be merely a formality.</p>

<p class="wp-block-paragraph">MAN is not the only formation that announced it will not participate in the discussions convened by the head of state. Previously, the Socialist Party also declared that it would boycott the consultations. The leader of the PSRM, Igor Dodon, described these discussions as &#8220;formal&#8221; and called for early parliamentary elections.</p>

<p class="wp-block-paragraph">This week, the Party of Action and Solidarity is set to finalize the candidacy for the position of Prime Minister. According to the party leader, Igor Grosu, during the last Saturday&#8217;s PAS faction meeting, several scenarios regarding the future prime minister were analyzed, including the option of a candidate from within the party or a person outside the formation. Grosu clarified that no specific names were discussed, and the final decision will be announced in the coming days.</p>

<p class="wp-block-paragraph">The Florilor Street in the Rascani sector will undergo major repairs for the first time since its construction. According to the mayor of the capital, Ion Ceban, the modernization works come after previous infrastructure interventions in the area, including the rehabilitation of sidewalks and the installation of street lighting, reports IPN.</p>

<p class="wp-block-paragraph">The mayor stated, during the operational meeting of the municipal services, that as part of the project, the alleys will be arranged, the green areas will be reconfigured, and tree care work will be carried out.</p>

<p class="wp-block-paragraph">At the same time, Ion Ceban requested the officials from the sector prefecture to ensure the proper redirection of traffic, considering that Florilor Street is a heavily trafficked artery, important for the residents of the sector and the nearby localities.</p>

<p class="wp-block-paragraph">The municipal authorities specify that they will timely inform about any potential traffic restrictions and changes.</p>

<p class="wp-block-paragraph">The Socialist Party has announced that it will not participate in the consultations convened by President Maia Sandu regarding the appointment of a new Prime Minister. The party asserts that the discussions are of a formal nature and do not influence the final decision, reports IPN.</p>

<p class="wp-block-paragraph">The Socialists say they see no point in participating in consultations, as in their opinion, the parliamentary majority already has control over the process of appointing the future prime minister and that the process would only serve to respect the constitutional procedure, without affecting the final result. Moreover, the PSRM announces that it is ready to take on the responsibility of governance after potential early parliamentary elections and to put forward a candidate for the position of prime minister.</p>

<p class="wp-block-paragraph">Earlier, MAN leader Ion Ceban also <a href="https://ipn.md/en/man-calls-for-early-elections-and-announces-the-boycott-of-consultations-with-the-president/">called</a> on the party’s lawmakers to boycott the consultations convened by the head of state, which he described as “a farce”.</p>

<p class="wp-block-paragraph">The consultations were announced by President Maia Sandu following the resignation of Prime Minister Alexandru Munteanu. The head of state specified that, this week, she will hold discussions with the parliamentary factions in order to designate a candidate for the position of Prime Minister.</p>

<p class="wp-block-paragraph">The National Alternative Movement calls for the organization of early parliamentary and presidential elections, accusing the Party of Action and Solidarity of capturing state institutions and being incapable of governing. The statement was unanimously adopted by nearly 600 members of the extended National Council of the formation, reports IPN.</p>

<p class="wp-block-paragraph">The leader of MAN, Ion Ceban, has asked the party&#8217;s deputies to boycott the consultations convened by the President of the Republic of Moldova regarding the nomination of a candidate for the position of Prime Minister, which he has described as &#8220;a farce&#8221;.</p>

<p class="wp-block-paragraph">According to the adopted statement, the formation expresses its complete lack of confidence in the ability of PAS to govern in the interest of citizens and affirms that the resignation of the Munteanu Government must be the first step towards removing the party from power. MAN argues that the Republic of Moldova is &#8220;a state captured by a single party&#8221; and that the current government has taken over and amplified the practices that the Parliament condemned in 2019 through the statement on the captive nature of the state.</p>

<p class="wp-block-paragraph">At the same time, MAN accuses the PAS government of politicizing state institutions, increasing poverty, raising state debt, increasing the budget deficit, and the way of implementing justice reform. At the end of the statement, the formation asserts that early parliamentary and presidential elections represent &#8220;the only chance of survival for the Republic of Moldova&#8221; and advocates for the formation of a government that will stabilize the economy, reduce poverty, ensure the independence of institutions, and investigate corruption cases.</p>

<p class="wp-block-paragraph">The opposition is calling for early parliamentary elections following the resignation of Prime Minister Alexandru Munteanu, citing the loss of legitimacy of the current government and the need for political change. On the other hand, the leader of the PAS and the President of the Parliament, Igor Grosu, stated that the priority remains ensuring the continuity of the government and reforms, including the European path of the Republic of Moldova, with the PAS set to discuss in the upcoming period the steps for forming a new executive, reports IPN.</p>

<p class="wp-block-paragraph">Following the announcement of his resignation, the leader of the Socialist Party, deputy Igor Dodon, stated that Munteanu&#8217;s departure marks the &#8220;beginning of the end&#8221; for the PAS government. He noted that the decision indicates difficulties in the functioning of the current government and called for early elections.</p>

<p class="wp-block-paragraph">The deputy from the Alternativa faction, Ion Chicu, has described the resignation as an extraordinary moment, stating that it is the first time a prime minister with massive parliamentary support has resigned after a few months. The former prime minister suggested that Munteanu might have chosen to withdraw and invoked, in this context, the difficulty of continuing activity in the current political climate.</p>

<p class="wp-block-paragraph">The leader of the parliamentary faction of the Communist Party, Diana Caraman, stated that the resignation is the consequence of the current government&#8217;s policies and argued that society expects deeper changes than political reshuffles. According to her, citizens expect greater changes than mere reshuffles in the power structures.</p>

<p class="wp-block-paragraph">The leader of the parliamentary faction &#8220;Partidul Nostru&#8221;, Renato Usatii, believes that changing the prime minister is not enough to overcome the political crisis. He reiterated that either early elections are necessary, or the formation of a government of professionals, supported by all political forces, to develop a new governance program.</p>

<p class="wp-block-paragraph">The President of the &#8220;Democratia Acasa&#8221; faction, Vasile Costiuc, mentioned that the Prime Minister&#8217;s resignation could indicate his refusal to accept certain practices within the power structure. He suggested that Alexandru Munteanu might have realized the difficulty of reforming the system from within.</p>

<p class="wp-block-paragraph">At the same time, the leader of the Action and Solidarity Party, Igor Grosu, thanked Prime Minister Munteanu for his work during a difficult period and emphasized that the priority remains the continuity of reforms. He specified that the PAS faction will discuss in the upcoming period about the necessary steps, including regarding key reforms, fiscal policy and wage law, as well as about society&#8217;s expectations, emphasizing the need for uninterrupted continuation of the EU accession process.</p>

<p class="wp-block-paragraph">Alexandru Munteanu <a href="https://ipn.md/en/prime-minister-munteanu-has-announced-his-resignation-i-can-no-longer-exercise-my-mandate-in-accordance-with-the-principles-i-hold/">announced</a> his resignation as prime minister on Friday morning, stating that he could no longer carry out his duties in accordance with his principles and convictions. He thanked his colleagues for their cooperation and said he would continue to serve the Republic of Moldova, regardless of the position he may hold in the future. As a result, President Maia Sandu <a href="https://ipn.md/en/the-president-announces-consultations-with-parliamentary-factions-for-the-appointment-of-a-new-prime-minister/">announced</a> that next week she will begin consultations with parliamentary factions to nominate a candidate for the office of prime minister.</p>

<p class="wp-block-paragraph"><strong>Update</strong>: Government officials stated that, in a democratic state, the opposition has the right to file a motion of no confidence, as this is a natural part of the democratic process. The executive branch clarified that it respects this right of the opposition.</p>

<p class="wp-block-paragraph"><strong>Original news</strong>: The National Alternative Movement Party has announced that it will file a motion of no confidence against the government. The decision is set to be approved on Saturday during an expanded meeting of the party’s National Council, according to IPN.</p>

<p class="wp-block-paragraph">&#8220;On Saturday, the MAN Party will convene the Extended National Council and will propose the motion for approval, after which we will urge all the deputies in Parliament to sign it&#8221;, declared the MAN leader, Ion Ceban, the mayor of Chisinau. According to Ion Ceban, the initiative is motivated by dissatisfaction with the activity of the current executive.</p>

<p class="wp-block-paragraph">On the other hand, the deputy of the Alternativa faction, Ion Chicu, has a different stance. He believes that initiating a motion of censure against the Government would be counterproductive in the current context. Ion Chicu argued that the executive has important issues to manage, such as fiscal-budgetary policy, as well as preparations for the cold season.</p>

<p class="wp-block-paragraph">When asked by IPN for a reaction, the Government&#8217;s press service mentioned that it will later return with a comment regarding the announcement of the censure motion.</p>

<p class="wp-block-paragraph">According to the legislation, to initiate a motion of censure against the Government, the signatures of at least a quarter of the deputies are required, that is, a minimum of 26 parliamentarians. For the motion to be adopted and lead to the dismissal of the executive, then the initiative must gather the vote of the majority of deputies in Parliament, respectively, at least 51 votes.</p>

<p class="wp-block-paragraph">The leadership of the city of Chisinau maintains that the fiscal policy project for the year 2027 could potentially reduce the local budget&#8217;s revenue by approximately one billion lei annually, and could impact the financial autonomy of the local public administration. These statements were made during a public event dedicated to the impact of governmental decisions on the financial autonomy of the LPA, organized by the Chisinau City Hall, reports IPN.</p>

<p class="wp-block-paragraph">According to the mayor of the capital, Ion Ceban, the majority of the losses could be generated by the modification of the mechanism for distributing the income tax on individuals. Other decreases are estimated at about 52 million lei from the elimination of the land development tax, seven million lei from capping the advertising tax, and 23 million lei from capping the accommodation tax.</p>

<p class="wp-block-paragraph">The mayor also stated that the increase in the VAT rate from 8% to 20% for certain categories of products and services could lead to price increases in sectors such as HoReCa, agriculture, and the pharmaceutical market, as well as an increase in housing costs.</p>

<p class="wp-block-paragraph">Deputy Mayor Ilie Ceban, responsible for the legal, administrative, and urban planning sectors, criticized the abolition of the tax for advertising placed on vehicles, noting that this measure will reduce the city&#8217;s income by approximately six million lei annually. He requested, in this context, a reexamination of the project.</p>

<p class="wp-block-paragraph">At the same time, the deputy of the parliamentary faction &#8220;Alternativa&#8221;, Olga Ursu, stated that potential tax changes could diminish the ability of local public administrations to respond to crisis situations and called for a broader consultation of local authorities before adopting reforms.</p>
