At a round table, the director of the National Agency for Regulation in Communications, Sergiu Gaibu, stated that the number of fraudulent calls blocked represents over 7% of the total call traffic received on international routes.

He specified that mechanisms such as validating the origin of calls, dynamic allow and block lists, verifying legitimate presence in roaming, validating subscribers in operator registries, and monitoring traffic anomalies are used to identify fraud attempts.

The participants in the discussions have pointed out that, against the backdrop of artificial intelligence development, attacks are becoming increasingly difficult to detect, and criminals use online applications, identity cloning techniques, and psychological manipulation to obtain personal or financial data. In this context, digital education of the population is considered one of the most effective preventive measures.

In this context, the director of ARCOM mentioned the need to launch a national information campaign, addressed to both adults and educational institutions. He also emphasized that the phenomenon has a cross-border character, and the lack of common international standards regarding communication and internet security hampers the prevention and investigation of these crimes.

Artificial intelligence tools are primarily used to assist officials in reading and comparing large volumes of legislative documents from countries wishing to join the European Union more quickly. Essentially, the system can more easily identify the differences between national laws and European rules and can signal where there are discrepancies.

Officials say that technology does not make decisions, but functions as a support for experts. It organizes information, structures it, and helps filter materials, so that specialists can focus on the actual analysis, which remains the responsibility of the officials.

To manage this flow more efficiently, the European Commission has internally developed its own artificial intelligence tool, after the launch of GPT@EC in 2024, a system dedicated to the institution’s employees. The aim was also to avoid the use of external platforms, for security and data protection reasons.

Although artificial intelligence is seen as a support for the European Commission, some officials from candidate states express their reservations. They believe that AI should be used with caution, especially for simple tasks, such as translation or document organization, and not for complex legal analysis. They emphasize that final decisions should remain the responsibility of experts, to avoid errors in evaluation.

Adrian Posteuca emphasized that the essence of journalism remains the same, regardless of the technologies used: the accurate presentation of information and the construction of stories relevant to the public. In his opinion, the major changes are more about how people consume information than the content itself. He pointed out that the media is undergoing a structural change, where information consumption has shifted from television to digital platforms and social networks. Today, the audience no longer revolves around traditional audiences, but around online communities, and this changes the way content is produced and delivered.

“We must understand that we are no longer just talking about audiences, but about communities. It matters a lot how we manage to reach people and capture their attention from the first seconds”, Adrian Posteuca stated. He also mentioned that current journalism needs to be adapted for multiple platforms, as each distribution channel has its own rules and its own audience. Thus, the same information must be presented differently on networks like TikTok or Instagram, compared to a news site or a classic newsletter.

In this context, the expert said that the role of the journalist is transforming, becoming more of a “director” who adapts the content according to the format and audience. “AI is not taking our place. It is a tool that helps us work faster and more efficiently, but editorial decisions still remain with people”, he pointed out.

Another topic addressed was the public’s trust in the press. Adrian Posteuca emphasized that, in an increasingly crowded information space, fact-checking and editorial transparency become essential. He mentioned that it is important for the public to know when and how artificial intelligence tools are used in the media production process.

During the presentation, examples of artificial intelligence tools used in content production were also mentioned, which can simplify editorial work.

According to the official, Moldova has demonstrated in recent years that it can develop a competitive digital sector, capable of offering professional opportunities to young people and contributing to economic growth. She also noted that Moldova Innovation Technology Park has become one of the main engines of this transformation.

The European Commissioner for Enlargement mentioned that the IT park in the Republic of Moldova brings together approximately 3,000 companies and over 26,000 specialists, generating an annual turnover of around one billion euros. The European official emphasized that the European Union continues to support the development of innovation and digital infrastructure in the Republic of Moldova.

At the same time, Prime Minister Alexandru Munteanu stated that the Republic of Moldova aims not only to join the European Union, but also to contribute to the construction of Europe’s digital future. He also mentioned that digitalization contributes to increasing transparency, competitiveness, and resilience of the national economy. According to him, the authorities are investing in digital infrastructure and in the development of professional skills to retain talents in the country and to attract investments.

In turn, the Minister of Economic Development and Digitalization, Eugeniu Osmochescu, pointed out that digitalization and artificial intelligence will play an increasingly important role in the development of the economy and public administration. According to him, approximately 20% of the population of the Republic of Moldova already uses tools based on artificial intelligence, with most applications being used in the private sector.

At the same time, Osmochescu stated that the Republic of Moldova is prepared to provisionally close chapter 10 of the EU accession negotiations in 2026, which targets digital transformation and the information society.

Approximately 88% of students in Moldova are already using artificial intelligence, and over 60% use it daily or several times a week, according to the data presented at the campaign launch.

Although artificial intelligence is a natural tool for the younger generation, authorities are drawing attention to the risks, including exposure to harmful content and virtually generated sexual abuse materials.

“Artificial intelligence has entered our daily lives, it is present in schools, in homes, in homework and in our children’s phones. That’s why we are launching this campaign today, because children’s safety is non-negotiable,” stated the Minister of Labor and Social Protection, Natalia Plugaru.

The State Secretary within the Ministry of Education and Research, Valentina Olaru, emphasized the need for clear guidelines regarding the ethical use of technologies, in order to stimulate creativity without affecting critical thinking. According to her, the digital safety of children is an essential component of education quality.

The campaign includes educational activities in schools and information sessions for parents, scheduled for the months of February and March, with the aim of transforming the challenges generated by artificial intelligence into opportunities for development, in a safe and inclusive environment.

The initiative is carried out under the aegis of the European Commission “Together for a better internet” and aims to inform the general public about the impact of artificial intelligence on children’s development.

Valentina Olaru stated for IPN that schools in the Republic of Moldova are already well equipped with IT equipment, and the school curriculum includes mandatory subjects that contribute to the development of students’ digital skills. “The development of these skills is essential and should be treated as a priority for the younger generations, especially in the context of integration into the labor market and managing information using technology,” explained the state secretary.

She added that the use of information technologies should not be done at the expense of other skills. “In the educational system, we emphasize the development of multiple competencies, including digital ones. As long as technology supports this process, it is welcome in schools,” highlighted Valentina Olaru.

In a response provided for IPN, the Ministry of Education and Research stated that, in the academic year 2024-2025, schools in the Republic of Moldova had approximately 54,500 computers, of which over 91% were connected to the Internet, and a similar percentage was actively involved in the educational process. The data shows that students in rural areas benefit from a more balanced distribution of technology: for every 100 students, there are 19 computers, compared to only 11 in urban areas.

According to the Ministry of Education, students begin to acquire digital skills from the first grade, and the continuous training of teaching staff in this field is essential for supporting the educational process. Teachers have access to improvement programs and digital standards that assist them in integrating technology into teaching activities, in applying modern teaching methods, and in stimulating the development of students’ digital skills.

Deputy Prime Minister Doina Nistor, Minister of Economic Development and Digitization, emphasized that digital transformation radically changes the relationship between the state and companies. “The digitization of public services is not just a technological step, but a profound change. Each service available online means time saved for entrepreneurs and money saved for companies, resources that can be directed towards innovation and growth,” said Doina Nistor.

In the last three months, 30 new services have been digitized, available both on the EVO application and on the servicii.gov.md portal. Thus, entrepreneurs can access digital services in the fields of food safety, energy, agriculture, justice, or culture.
