According to the Environmental Protection Inspectorate, the inspections focused on compliance with environmental legislation and regulations regarding the protection of fishery resources, particularly in the Dniester River basin. Following the inspections, the inspectors estimated the damage to aquatic biological resources at approximately 13,000 lei, an amount that will be recovered from those responsible.

Inspectors point out that night fishing and catching fish below the legal minimum size affect the natural reproduction process of fish species and contribute to the decline in fish stocks.

Authorities are urging fishermen to comply with fishing regulations and measures to protect aquatic resources, emphasizing that these are essential for the conservation of biodiversity and the sustainable use of natural resources.

According to the Police data, 1,514 drivers were penalized for exceeding the speed limit. 916 were fined for not respecting the road signs of yielding priority and the red color of traffic lights.

Also, 810 drivers were penalized for stopping their vehicles in prohibited places. In 232 cases, the police found that the vehicles were driving without the technical inspection or without the mandatory insurance policy.

At the same time, 337 individuals were penalized for not fastening their seat belts or for using their mobile phones while driving, and 89 drivers were fined for violating the rules regarding the right to operate vehicles.

In addition to traffic monitoring activities, the police intervened in 2,630 cases reported through the Single Emergency Service 112.

The police remind drivers to abide by traffic rules and adopt a responsible behavior on the road, in order to reduce the risk of traffic accidents.

The SFS data shows that 81% of the detected cases targeted goods trading, 10% – service provision, 8% – passenger transportation in taxi mode and 1% – online trading.

The largest penalties were applied in the field of commerce, where fines exceeded one million lei. For illicit activities in the service sector, penalties of over 136 thousand lei were applied, in passenger transport in taxi regime – over 98 thousand lei and in online commerce – 7 thousand lei.

According to the SFS, individuals who carry out economic activities without legal registration risk fines between 1,500 and 4,500 lei, in accordance with the provisions of the Contravention Code.

The institution recommends that individuals conducting economic activities register legally, declare their income, and fulfill their tax obligations. According to the authorities, economic activity carried out outside the legal framework affects fair competition and reduces resources intended for the financing of public services.

According to the Environmental Protection Inspectorate, the inspectors also identified an illegal cutting of five trees in the village of Soloneț, Roșietici commune. A fine of 5 thousand lei was imposed on the responsible person, and the damage caused to the environment was estimated at over 3,800 lei.

Also, as a result of actions to combat illegal fishing, the inspectors recovered damages to the fishery resources valued at over 133 thousand lei.

IPM warns that the burning of plant waste, unauthorized tree cutting, and illicit fishing constitute violations of the law and may result in administrative or criminal liability. According to the institution, the checks aimed to identify and combat economic activities illegally carried out by individuals, practices that affect the compliance with tax obligations and generate unfair competition in the market.

Illicit activities have been identified in several economic sectors, the most frequent being in the trade of goods, including through online platforms, provision of services and passenger transport in taxi regime.

In accordance with current legislation, individuals who engage in illicit entrepreneurial activities risk fines ranging from 1,500 to 4,500 lei. The total value of the fines applied in May amounted to 1,033,300 lei.

The Minister of Environment, Gheorghe Hajder, stated that the new mechanism introduces a clear rule: “whoever pollutes, pays and repairs”. According to him, until now the state imposed fines, but nature often remained affected. Based on the new rules, the Environmental Protection Inspectorate will use standardized procedures, technical assessments, and laboratory analyses to determine the exact impact on water, soil, natural habitats, or other environmental components.

The methodology establishes how damages will be identified and assessed, who is responsible for their occurrence, and what measures need to be undertaken for remediation. The document stipulates that, after the damage has been ascertained, the responsible operator will need to develop a remediation plan, which will include specific measures for the restoration of the environment and the necessary costs for their implementation. The plan will be reviewed and approved by environmental authorities.

According to the explanatory note of the project, the new rules aim to shift the financial burden of environmental restoration from the state to those who caused the damage. The authors of the document mention that this measure is part of the process of aligning the legislation of the Republic of Moldova with the European Union standards on liability for environmental damage.

The Ministry of Environment maintains that the mechanism will discourage negligence and provide authorities with more efficient tools for preventing and repairing pollution, so that damages to nature are evaluated and compensated realistically, not just sanctioned by fines.

The bill, which brings changes to the Fiscal Code, proposes the establishment of a clear and limited exception to the application of account operations suspension or execution of amounts. The exception will only apply within the limit of the budgetary institution’s debt to the taxpayer and within the allocations approved for these purposes.

Thus, according to the authors, the aim is to ensure fair treatment of taxpayers who have to collect amounts from institutions funded by the budget and whose tax arrears are determined by delays in fulfilling their payment obligations.

Another proposal from the authors involves the application of the final destination customs regime. More precisely, a list will be introduced with products that can be imported without applying customs duties. The list will include raw materials that cannot be produced in the country, but are indispensable for manufacturing and processing in the light industry and agri-food sector. These include puree from tropical fruits, concentrated lemon and pomegranate juice, palm oil, coconut oil, as well as unprocessed synthetic fibers from polyester and polypropylene.

The legislative initiative, drafted by the former Minister of Finance, currently a PAS deputy, Victoria Belous, is set to be approved by the Parliament in the final reading.

During a press briefing, Deputy Ion Chicu explained that the initiative aims to create a legal framework that would allow the cancellation of fines for individuals against whom misdemeanor proceedings have been initiated or who have been penalized for passive electoral corruption. According to him, we are talking about tens of thousands of people who have received fines from the police for alleged electoral violations.

The project proposed by the “Alternativa” deputies stipulates that the court should order the refund of fines already paid and stop the enforcement of sanctions for passive electoral corruption, suspending procedures during the court’s examination of the applications. Ion Chicu pointed out that the measure will not apply to persons convicted or criminally prosecuted for electoral corruption.

According to the PA, in 2025, out of the 181 convicted individuals, over a third received actual imprisonment sentences and about 43% were fined. The courts imposed fines and confiscations of over 365 million lei, almost 387% more than in 2024.

According to the General Prosecutor’s Office, the deeds were committed between August and October 2024, in the village of Stolniceni and other localities in the Hancesti district. The defendant is alleged to have offered several voters amounts ranging from 1,000 to approximately 2,700 lei, to influence their vote in the presidential elections and the “No” option in the referendum.

The court ordered the confiscation of the monetary means used in the commission of the crime and the retention of the seizure on several of the defendant’s assets, to guarantee the execution of the punishment.
