Moldova does not have state policies on information security at a time when the neighboring countries – Romania and Ukraine – are among the top 10 states against which most of the cyber attacks are aimed. In a meeting on October 7, the Supreme Security Council decided to recommend Parliament to examine as a matter of urgency bills referring to information security and the prevention and combating of information and telecommunication offenses. An information security strategy should be worked out to diminish the risks of cyber attacks, IPN reports.
Alexei Barbaneagra, presidential adviser on defense and national security and secretary of the Supreme Security Council, told the journalists after the meeting that there are certain risks and situations that are not regulated by the law. “We emphasized that there are obstacles to ensuring the information security. There are no system approaches and state policies on information security. We discussed the necessity of thinking up an information security strategy. There were attacks, but not only against Moldova. These attacks are typical of the 21 century. Five Moldovans have been held accountable for computer frauds. These frauds can endanger the security system,” said the Council’s secretary.
ICT Minister Pavel Filip said it’s normal to discuss cyber security in the informational epoch. “We must prevent certain developments and today’s meeting was a preventative measure. There are no imminent dangers, but we spoke about what we should do. We must be aware that we become more vulnerable with the spread of the Internet,” he stated.
The Council will recommend the Government to make sure that the plan of action for implementing the national information society development strategy “Digital Moldova 2020” is implemented and to ensure the creation of the center of response to security incidents that will design a common instrument for informing the state, companies and people about cyber crimes and threats and methods of preventing them. The Government will be also recommended to work out the information security strategy and to intensify the actions aimed at reducing the impact of possible information security risks.
